Study On Evaluation Of Ecological Civilization Constructio N And Contribution Rate Of Forestry In Beijing

As mankind enters industrial civilization,productivity is rapidly rising and material wealth is greatly enriched.However,a series of problems of population,resources and environment are brought about.The single and crude predatory industrial development has brought unprecedented crisis to mankind.With the progress of society and the change of people’s ideas,more and more attention has been paid to natural problems.In 2007 and 2012,the 17 th and 18 th National Congresses of the Communist Party of China emphasized the construction of ecological civilization.Now it is urgent to establish an evaluation system for the construction of ecological civilization.In the construction of ecological civilization,forestry plays an important role.On the basis of reviewing the construction of ecological civilization at home and abroad,this paper uses the methods of importance,frequency and factor analysis to establish an analysis framework,select indicators and determine weights,and chooses Beijing as the case analysis point to carry out case analysis.It evaluates the development achievements of ecological civilization construction in Beijing in the past ten years and divides the contribution of forestry in the construction of ecological civilization.The following conclusions are drawn:(1)The construction of ecological civilization in Beijing is in a good state,in which the protection of ecological environment plays a greater role in the construction of ecological civilization;(2)The contribution rate of the five indicators is generally ecological environment protection > resource and energy utilization > Ecological Economic Development >improvement of ecological livelihood > ecological system construction,ecological environment protection and resource and energy utilization.The rate is in a relatively stable state and has not changed much in the past ten years.The contribution rate of eco-economic development is increasing in the past ten years.The proportion of improvement of ecological livelihood and construction of ecological system is small and showing a downward trend;(3)The development level of ecological civilization in 16 districts of Beijing in 2017 is quiteinconsistent,generally speaking,in the past five years,the four functional districts and jurisdictions have four functions.The level of ecological civilization construction is on the rising stage;(4)In the index system selected in this paper,six of the 28 specific indicators are related to forestry,which are gross output value of forestry,per capita park green area,urban green coverage,forest coverage,wetland area and forest area.According to the weight calculation,it accounted for 22.59% of the total;(5)Frequency analysis weighting method and factor analysis weighting method were used to analyze the contribution rate of forestry in the construction of ecological civilization in Beijing from 2008 to 2017.It was found that the overall performance of ecological civilization in Beijing was basically increasing year by year,and the contribution rate of forestry calculated by frequency analysis weighting method was lower than that calculated by factor analysis method.At the level of industry contribution rate,different empowerment methods have great influence on the calculation of forestry contribution rate,so it is very important to empower objectively and reasonably;(6)From the perspective of the four major functional areas in Beijing,the order of forestry contribution rate in the construction of ecological civilization in 2017 is: ecological conservation development area(18.13%),urban development new area(11.45%),urban function expansion area(7.33%)capital contribution.Energy core area(5.83%).Therefore,five suggestions are put forward:continue to improve the utilization efficiency of resources and energy,alleviate the shortage of resources;clarify the regional division of labor,increase the area of urban green space and greening level;continue to optimize the industrial structure,improve economic efficiency;optimize production and lifestyle,promote coordinated development of all aspects;expand the propaganda of ecological civilization construction,improve the legal norms of ecological civilization construction.
