Study On The Dilemma And Countermeasures Of Forestry Ecological Construction In Haiyuan County Under The Background Of Ecological Civilization

Ecological civilization is the highest form of human civilization and the common goal for all the human beings.The construction of ecological civilization is a long-term plan related to the well-being of the people and the future of the country.It is an important measure to fully implement the scientific outlook on development and build a well-off society in an all-round way.Forestry is the key field of ecological civilization construction,shouldering the important tasks of increasing ecological resources assets,enhancing ecosystem functions,and improving people’s livelihood and well-being.The fragile ecological environment and low efficiency of forestry ecological construction restrict the economic and social development of Haiyuan county.Therefore,it is of positive significance to study the difficulties and countermeasures of forestry ecological construction in Haiyuan County for the construction of local ecological civilization.By using the methods of literature research,comparative research and interdisciplinary research,this paper comprehensively combs the development status of forestry ecological construction in Haiyuan County in recent years,including the status quo of forestry ecological construction and the achievements of management in Haiyuan county.It is found that the awareness of public ecological civilization is not strong,and related department lack of systematic development planning.Besides,there are still some other problems such as the mismatch between talent skills and positions,the lack of scientific and technological innovation,the lack of scientific and technological innovation,the lack of scientific and technological innovation,the lack of scientific and technological innovation,the insufficiency of Forestry ecological construction funds.Based on the theory of ecological civilization and collaborative governance,this paper analyzes the main causes of those problems existing in the forestry ecological construction in Haiyuan County.Firstly,the coordination among government departments is poor,which is reflected in the poor operation of inter departmental coordination system and the obstacles of information communication.Secondly,the role of the government has not been played well such as the absence and offside of government functions which include the imperfect talent management mechanism,policies and regulations,supervision system and accountability mechanism.Thirdly,the lack of multi-body collaboration in forestry ecological construction,enterprises and social organizations do not play a sufficient role,and public participation in forestry ecological construction is less.In order to solve the problem,this paper introduces the successful experience of forestry ecological construction in the United States,Germany,India and other foreign countries,and shares the successful experience of Shaanxi Province and two typical counties under the jurisdiction of Ningxia Hui Autonomous Region.Finally,combining with the experience and enlightenment of foreign forestry ecological construction,this paper puts forward several countermeasures and suggestions to optimize the forestry ecological construction of Haiyuan County,mainly including improving the collaborative governance mechanism of government departments,building a multi subject collaborative governance forestry ecological system,improve the investment mechanism of forestry ecological construction funds and the construction mechanism of forestry ecological team.Some reference will be offered here for the forestry ecological construction of Haiyuan county.
