Research On The Function Optimization Of Enshi Prefecture Government In The Eco-poverty Alleviation Work

In October 2015,President Xi Jinping first proposed the "five-in-one" project at the poverty reduction and development forum.The year 2020 is the decisive year for completing the building of a moderately prosperous society in all respects.One of the major constraints to the building of a moderately prosperous society in all respects is ecology,and the other is poverty alleviation.Ecological poverty alleviation is the embodiment of the concept of green development,coordinated development and sustainable development in poverty alleviation and development,giving full play to the role of ecological protection in targeted poverty alleviation and poverty alleviation.Because of poverty alleviation and new pattern of the new situation,the government how to better enable its obligations in the ecological poverty alleviation,optimizing the resources distribution of ecological poverty,to carry out the people's fundamental interests,solve the absolute poverty,to realize the current poverty line of all the people out of poverty,"helped ZhenPin" and "real" poverty alleviation is both realistic problem and theoretical issues.Practice and research in this article,through the government in enshi of ecological poverty,according to the theory of limited government,service-oriented government theory,theory of good governance,sustainable development theory,and Xi Jinping of ecological poverty alleviation theory as the instruction,through a large number of literature reading and field survey research,using qualitative analysis method and comparative research method to find out the functions of the government in the aspect of ecological poverty alleviation in the main body,ecological factors for poverty alleviation,ecological supervision and management for poverty alleviation and ecological protection zones poor social security four status quo,Thus,it is analyzed that the government functions of enshi prefecture in the eco-poverty alleviation work have such problems as the limited democratic participation of enshi prefecture in eco-poverty alleviation,the weak coordination of eco-poverty alleviation factors,the difficulty in the supervision of eco-poverty alleviation subjects,and the insufficient social security for poor households in the eco-protection area,further analysis of the causes of the above problems include the pressure system,the participation of the main body in their own way,the imperfect regulatory constraint mechanism and the lack of sustainable revenue increase channels.Based on the analysis of the problems and causes of the government functions in enshi prefecture in the eco-poverty alleviation work,the paper puts forward the optimization of the government functions in enshi prefecture in the eco-poverty alleviation work.First of all,it is clear that the optimization of functions is guided by "two mountains" and "limited government",and that it adheres to the principles of sustainable development,people-oriented,environmental protection and poverty alleviation,as well as the principle of feasibility,so as to propose the optimal design path for government functions in enshi prefecture.The government functions of enshi prefecture are optimized from four aspects:protecting the ecological environment,ensuring the people's livelihood,developing the ecological economy,and making a good macro plan for ecological poverty alleviation.Finally,in order to ensure the optimization of these functions,four safeguard measures are proposed to ensure the performance of enshi prefecture government functions from four aspects:advocating multi-party participation,coordinating the relationship between the main participants of eco-poverty alleviation,establishing and improving the supervision system,strengthening the education and training of the main participants of eco-poverty alleviation,and cultivating the ability to deal with the risk of returning to poverty.
