| Since 1973,the state and its ministries and commissions have promulgated more than 3,000 environmental policies(excluding those in provinces and municipalities)tocomprehensively improve Chinese environmental goverance and quality.In recentyears,environmental protection has gotten more attention in recentyears,together with economic development indicators,which have become an important basis for evaluating local political achievements.The 13 th Five-Year Plan promotes the development of strategic emerging industries,adheres to the principle of environmental priority,and introduces strict environmental protection mechanisms.Since the 18 th National Congress of the COMMUNIST Party of China(CPC),the issue of environmental protection has gradually become a public hot spot.At the beginning of 2013,the state approved the development plan of Z Airport Economic Comprehensive Experimental Area,and the development of the airport area has been on the fast track since then.Benefiting from its location and policy advantages,the aviation port area vigorously promotes investment attraction and economic development.As a by-product of urbanization and rapid industrialization,environmental pollution has become increasingly prominent.Subject to the unification and integration of the government as the main form of regulatory environmental governance is increasingly unable to meet the challenges of environmental problems.The formulation,introduction and implementation of environmental policies often deviate from the expected results,and fail to achieve the goals after a large amount of investment.This forces theoretical researchers and practical workers to rethink their past experience and lessons,and explore issues such as trans-boundary environmental pollution from a single,closed perspective,from a comprehensive and collaborative perspective.For Z city airport economic area has its particularity in the provincial administration,in the comprehensive development of relevant environmental policy implementation deviation in the process of research,not only help to deeply understand the region environment governance issues,could also provide other regional environment management practice case,rich and innovation of management mode in the theoretical circle.The concrete implementation of current environmental policies should not rely solely on government promotion,but should also seek solutions from the social field,from the perspective of guidance,and rely on the crystallization of the wisdom of the people to find good governance policies.The government will strengthen scientific guidance and supervision,lead enterprises and individuals to participate in the implementation of environmental policies spontaneously,and promote the development of government modernization governance,which will help improve the responsiveness to environmental pollution problems and thus explore the path of modern environmental governance guided by theory and practice. |
