With the repeated adjustments and changes in the oil product circulation system in the petroleum industry,the living environment of private oil companies has also undergone several changes.As one of the special enterprises,small and medium-sized private oil transfer enterprises intrinsically reflect the changes of social resource allocation rules,which is of great significance for the study of economic system reform.The social network constructed by small and medium-sized oil companies has played an important role in the environment that is not protected by the formal system.By exploring the construction logic of its social network,we can see how small and medium-sized private oil transfer enterprises can expand their living space by implementing active strategies to avoid structural constraints,and show their unique survival strategy knowledge while reflecting common experience,both to other places.The development of SMEs has a reference value and enriches the local experience of corporate social network research.In addition,paying attention to the survival and development of small and medium-sized private oil companies is also of great practical significance for promoting institutional changes in the petroleum industry.This study uses Giddens's structure-action theory as the theoretical framework,and takes the network resource view of Lin nan in the social network theory as the analytical perspective.It uses literature,interview and observation methods to collect data according to the timing of oil transfer enterprises.Sexual production steps,around the enterprise's raw material network,production network,sales network,taking the reform of the petroleum industry governance system as the reality background,based on the social network construction process of small and medium-sized private oil transfer enterprises,taking the enterprise strategy choice as the entry point The analysis focuses on the construction logic of the enterprise for each network.In this process,it pays attention to the reaction of corporate dynamic behavior to structure,and further analyzes the tension between structure and action.The study finds that small and medium-sized private oil-conveying enterprises,without being included in the scope of formal system regulation,firstly obtained the raw material network by relying on large-scale private oil enterprises and using the "big money" strategy to successfully obtain the configuration resource raw material oil.Secondly,using the strategy of compliance and circumvention rules,by renting the venues and qualifications of large enterprises,borrowing the political power of authoritative resources,and circumventing the rules and constraints while laying a legal coat for themselves,the construction network has expanded its limited autonomy;Finally,through the use of interpersonal trust to establish a special trust between enterprises,the construction of a sales network.With the help of three social networks,small and medium-sized private oil companies have completed the complete practice from oil to oil to oil.As a result,the company's strategic behavior for its own survival also produced institutional results.The action of action not only eliminated the restrictive influence brought by the formal system,but also reshaped the structure;the accumulation of informal practice gave birth to the adaptive non-The formal system has formed a special phenomenon of transitional period in which formal institutions and adaptive informal systems coexist.The repetitive practice of oil-regulating enterprises,which is neither allowed nor strictly regulated,has triggered bottom-up institutional innovation to a certain extent,and endogenous motivation has stimulated institutional reform.Regardless of whether it can be included in the formal norm system in the end,it uses the method of "drilling and stitching" to broaden the living space for itself and truly incite the fence of the formal system.The force and reaction between structure and action are constantly shaping the other's existence.
