Study On Behavior Mechanism And Influencing Factors Of Crisis Learning From Natural Disaster Emergencies

With the continuous development of the industrialization process,the number of natural disasters in our country is on the rise.The crisis starting with natural disasters has caused serious damage to social security and economic development,also exposed the shortage of crisis learning in the whole society.Based on related theories such as crisis management and learning,this paper combines literature research,case studies and empirical research methods.Taking the Wenchuan earthquake as a watershed,through the breakpoint regression,it is found that earthquake-themed papers have experienced a breakpoint situation increase,which shows that emergencies have led to the organization's study and research of crisis.Based on this,this paper selects the number of earthquake-themed papers published on China National Knowledge Network from 2009 to 2018 as the research sample,and studies the formation mechanism and influencing factors of natural disaster-type crisis learning through the MOA(motivation-opportunity-ability)model.The research results show that crisis events can bring a wealth of information and resources,which provide valuable opportunities for organizations to learn from crisis.Among them,external environmental factors like geographical distance and the number of historical disasters can create opportunities for crisis learning,and inherent capabilities such as scientific research strength and professional relevance make crisis learning possible.To prevent the occurrence and spread of social crises,it is not enough to rely on the government alone.Exploring the formation mechanism and influencing factors of organizational crisis learning will help improve the public's sense of responsibility and participation ability,and introduce the collaborative governance of all sectors of society to form crisis governance New pattern.
