Environmental Regulation,Green Development Performance And High Quality Economic Development

At the same time,China's economy has changed from a high-speed growth stage to a high-quality development stage,and there are regional differences in the impact of the intensity of environmental regulation in different regions on the quality of regional economic development.Is the impact of environmental regulation in different regions different on the quality of economic development?Is the intermediary effect of green development performance different?The solution of the above problems is of great significance to the high-quality development of regional economy.Based on the model of intermediary effect and the study of partition effect,this paper takes the panel data of 30 provinces in China from 2002 to 2016 as the research object,conducts empirical test and puts forward targeted policy implications.The results show that:(1)the impact of environmental regulation on the quality of economic development in different HDI areas is not the same.The environmental regulations higher than the national average HDI have a positive effect on the quality of economic development,while the environmental regulations lower than the national average HDI have a negative impact on the quality of economic development.(2)After the introduction of interaction terms,the cross terms of environmental regulation and technological innovation in different HDI zones have a significant positive effect on the quality of economic development.It can be seen that the impact of the interaction between environmental regulation and technological innovation on the quality of economic development is mainly the innovation compensation effect of technological innovation.(3)Green development performance plays an intermediary role in the process of environmental regulation affecting the quality of economic development and has different roles in different HDI regions.Green development performance has positive partial intermediary effect in areas higher than the national average HDI,and negative partial intermediary effect in areas lower than the national average HDI.Based on the conclusion of this study,the following policy recommendations are put forward:to grasp the intensity of environmental regulation in accordance with local conditions;to strengthen investment in technological innovation,to encourage enterprises to carry out technological innovation;to pay attention to the intermediary effect of green development performance,to ensure regional green development ecological culture in accordance with local conditions.
