The Research Of Dalian Municipal Solid Waste Management

With the booming of domestic economic level,the generation of municipal solid waste(MSW)is increasing constantly,and the phenomenon of "garbage besieging"is worsening day by day,which puts great pressure on the environment.At the 19th CPC National Congress,Chairman Xi Jinping put forward that "It is necessary to explore a new way of high-quality development guided by ecological priority and green development." in the overall layout of the "five-in-one",the construction of ecological civilization is listed as one of them.In the basic strategy of upholding and developing socialism with Chinese characteristics in the new era,we adhere to the idea of sustainable development in which people and nature live in harmony.The treatment of domestic waste is an important way to solve the problem of"garbage besieged city".The treatment of domestic waste includes the reduction and classification,the transportation and sorting,the final treatment and recycling.In the past,we have a weak sense of governance in source reduction,classification and end-of-life recycling,as a result,the effect of governance is not satisfactory,and the generation of domestic waste is increasing day by day.After the 19th CPC National Congress,the government issued a series of laws and policies,listing 46 cities as model cities for classifying MSW.Shanghai,Beijing,Hangzhou,Guangzhou,Xiamen and other cities have issued relevant policies for the treatment of MSW,and also carried out special campaigns.The source reduction,classification,recycling and reuse have been formally listed as the focus of the control.However,from a macro point of view,the generation of MSW is still increasing and the effect of treatment needs to be improved.Dalian,as a new city with rapid economic development,is also facing the problem that the governance effect is not obvious.Go deep into the reason,we can draw the conclusion that there are some problems in the way of governance.On May 1,2019,Dalian issued No.158 government decree "Dalian MSW Classification and Management measures".For the first time,it clearly classified domestic waste in the system,which means that in the future,Dalian Municipal Government will pay more attention to the treatment of MSW.Based on this background,this paper focuses on the situation of MSW treatment in Dalian after the introduction of the "measures",closely follows the direction of municipal solid waste treatment led by Dalian Municipal Government,analyzes the current situation,problems and causes of problems in the treatment of MSW from four aspects:the governance system,the governance subject,the governance object and the governance of social responsibility,and puts forward some countermeasures to solve the problems.In this paper,the basic situation and work progress of domestic waste treatment in Dalian will be comprehensively investigated,sorted out and analyzed,the "battle" of domestic waste treatment will be launched in an all-round way.From the point of view of public governance theory,combined with sustainable development theory and circular economy theory,this paper will carry out typical investigation on Dalian pilot and non-pilot communities through the study of relevant literature,interview and fixed-point observation,summarize the actual situation of domestic waste treatment through questionnaire survey,study the experience of typical cities abroad,and provide experience for Dalian MSW management.From the perspective of public governance theory,this paper combines the theory of sustainable development and the theory of circular economy to support the theoretical basis,using relevant research literature,typical surveys of pilot and non-pilot communities in Dalian,through questionnaires,interviews,and regular observations.The way to sum up the actual situation of domestic waste management.Study the experience of typical cities abroad and provide experience for the treatment of domestic waste in Dalian.This paper is divided into seven parts.The first part is the introduction,including the research background and significance,the summary of relevant literature at home and abroad,ideas and methods,innovation and shortcomings.The second part is to define and elaborate the theoretical basis of the relevant concepts.The third part is the main part of this paper,which expounds the present situation and existing problems of MSW treatment in Dalian.The fourth part is,combined with the current situation of governance and problems from four angles to put forward the reasons for the problems.The fifth part,combined with the third part and the fourth parts' problems and reasons,study the experience of seven typical cities at home and abroad,and draw lessons from the point of view.The sixth part is countermeasures and suggestions to solve the problems above,and offers reasonable suggestions.The seventh part is the conclusion,summarizes...
