In recent years,China's domestic shipping industry has achieved remarkable achievements and has become an important pillar of economic and social development.However,with the rapid increase in the number of ships entering and leaving the river,the problem of inland river environmental pollution has also attracted more and more attention from the society.The inland river water network in Nantong is developed,and the water transportation activities are intensive and frequent,the prevention and control of inland river vessels pollution,and the protection of inland waters are clean.It is not only the key task of the current local government work,but also the innovative practice of the national green development concept,and the people's longing for a better life.The inevitable requirement.At present,China is transforming from a management-oriented government to a service-oriented government.It is necessary to use the new public management theory and the new public service theory to carry out research on the prevention and control measures of Nantong inland river pollution.Based on an in-depth understanding of the status of ship pollution prevention at home and abroad,this paper applies the methods of literature search and investigation,inductive method,comparative analysis and empirical research to the current situation of pollution prevention and control of Nantong inland vessels.Summarize the analysis,explore the existing problems and drawbacks,and find that the Nantong inland ship pollution prevention and control policies have the problems of profitability,lack of linkage,lack of infrastructure,and single governance.The main reason is that the policy formulation of pollution prevention and control of Nantong inland rivers is backward,the policy legislation lacks forward-looking,the administrative command-style management is deeply rooted,and elitism of policy decision-makers;the inland river pollution prevention subject has a benefit game,including the non-cooperative game between the boat people and the management departments,the public participation is not enough;the supply of Nantong market is weak,the financial expenditure is insufficient,and the market mechanism is not perfect;the direct intervention of the government is not in place,the management of the shipping company is not in place,the education of the crew is not in place,and the pollution management of the ship is not taken seriously.At the same time,this paper draws on the advanced experience of ship pollution prevention and control in Western Europe,North America and other countries,and compares the good practices of other domestic prefecture-level cities such as Guangdong Pearl River,Zhejiang inland River,Jiangsu section of Beijing-Hangzhou the Grand Canal,etc.,and provides reference and reference for proposing more scientific and reasonable management measures.Based on the new public management theory and the new public service theory,this paper puts forward the countermeasures to strengthen the pollution prevention and control of Nantong inland river ships from four aspects:gradually improve the policies and regulations,improve the prevention and control system mechanism,and formulate market access and exit policies and regulations.Regulate laws and regulations,formulating preferential support policies,establishing regional linkage mechanism,establishing performance appraisal mechanism,improving emergency security system;improving the quality of government public service,establishing service standard system,strengthening supervision and management throughout the whole process,and play the role of enterprise Increase financial investment;improve facilities and equipment construction,set up special funds,construction of pollution control system and replacement of old equipment,build inland river service areas and collection points;transform pollution prevention methods,form a multi-participation pattern,strengthen publicity and guide and promote public participation Participate,strengthen training incentives to promote the conscious participation of crew members,and increase support to promote the role of social environmental organizations.Through the above countermeasures,we will further establish and improve the pollution prevention and control system for inland river vessels in Nantong,and provide "green water transportation" as a public product to the people.
