Research On Performance Evaluation Of Changsha Green Cigarette Logistics

With the development of economy,it is essential for the tobacco logistics system whose scale is gradually enlarging and technology are becoming mature to construct a rational,scientific,green and comprehensive management evaluation system to solve the existing environmental problems like ‘energy consumption,air pollution,plastic pollution' during the tobacco logistics activities.Meanwhile,developing green logistics in the tobacco industry is an important measure for tobacco industry's economic sustainability;a rigid demand of putting new principle of development into pratice;an inevitable developing trend of the modern logistics.Based on the relevant basic theories of green logistics,the performance evaluation index system of green cigarette logistics is constructed from five dimensions: green cigarette warehousing,green cigarette sorting,green cigarette packaging,green cigarette distribution and transportation and comprehensive index of cigarette logistics;Then,the method,Analytic Hierarchy Process,is used in index weighing and ranking based on the relevant collected data by the means of questionnaire survey and expert consultation.Finally,using the fuzzy comprehensive evaluation to evaluate the whole index system.Through the analysis of the evaluation results,it can be found that the score of theperformance of Changsha green cigarette logistics is 61.74,which belongs to the ‘medium' level.It means there are still existing many restraining factors which prevent the development of Changsha cigarette logistics.According to the results of the first class fuzzy comprehensive evaluation,the performances of green cigarette packaging and green cigarette distribution and transportation are at the ‘general' level.Furthermore,the results of the second class fuzzy comprehensive evalution demonstrate that indicators like unit electricity consumption in warehousing,noise level in sorting workshop,recovery rate of PE film,fuel consumption per box,utilization rate of new energy vehicle,customer's approvalrating of green logistics,proportion of green logistics talents and so on are the specific improvement direction.It is necessary to improve the performance of green cigarette logistics from strengthening daily electricity management and optimizing cigarette operation process;enhancing the awareness of resource cycling and encouraging the high-quality transition of the energy consumption;deepening the concept of green logistics for the whole people and promoting the team construction of green logistics talent.
