China’s economy has grown rapidly since the 21st century.But the extensive develop model characterized by "high pollution and high energy consumption" has made China’s ecological damage and resource shortage become more and more serious.It is imperative for China to transform to green develop model.The goal of"green development" has also been defined in the "13th Five-Year Plan for Ecological Environment Protection".This means that building the Great Wall of green economy is not only the practical requirement to break the limitation of environment and resources,but also the necessary way to change the mode of develop.It is also the economic guide to build a "beautiful China" in the new era.Although,the government and the public can effectively promote green development is a consensus in practice,the existing research has not provided sufficient evidence to support it.Therefore,it is necessary to study the influence of the government’s "top-down" environmental regulation and the public’s "bottom-up"environmental appeal on the efficiency of green development.Firstly,this paper reviews the existing research on the relationship between environmental regulation,public appeal and green development efficiency,and puts forward the research theme after a brief review of its shortcomings.Secondly,this paper analyzes the mechanism of environmental regulation on regional green development and public appeal on regional green development,and puts forward the hypothesis.Thirdly,this paper uses two-step SGMM method to take an empirical study on the relationship between environmental regulation,public appeal and green development efficiency.Specifically,based on the 17-year balanced panel data of 30 provinces(excluding Tibet)in China’s mainland,this paper constructs a dynamic panel model to study the relationship between environmental regulation,public appeal and green development efficiency.The two-step SGMM method is used for both empirical test and the robustness test,the results show that the regression result is basically consistent with the hypothesis.According to the regression result,this paper draws the following two conclusions:in China,there is a U-shaped relationship between environmental regulation and green development efficiency.And there is a single threshold effect of public appeal on green development efficiency,which means that only public appeal that cross the threshold can significantly improve green development efficiency.Finally,according to the above conclusions,this paper comes up with two policy recommendations.On the one hand,the government should focus on cultivating the public’s self-discipline of environmental protection.At the same time,It is imperative for China to improve the construction of relevant laws and regulations to change the weak position of the public.In addition,it is also imperative to improve the performance appraisal system of Chinese officials and the supervise system of higher government.On the other hand,the government should play the subjectivity in politics and improve the efficiency of "top-down" regulation.The innovations of this paper as following two points:first,this paper chooses two-step SGMM method to solve the potential endogenous problem of the model to a large extent,so the result will be more accurate and scientific.Second,this paper explores the relationship between public appeal and green development efficiency,which enriches the existing research on the "bottom-up" mechanism.Also,the"threshold effect" hypothesis which based on China’s national conditions also expands the perspective of research in related fields.
