In recent years,global environmental problems have become increasingly serious,seriously restricting the sustainable economic development of all countries.Promoting economic growth and the coordinated development of resources and the environment has become a key issue in achieving sustainable economic development.With the increasingly serious global environmental problems,various countries have introduced environmental regulations and policies,and environmental regulations have become increasingly strict.The formulation of appropriate environmental policies has become one of the important means for countries around the world to promote green development and promote sustainable economic development.So what is the impact of current environmental regulations on the green development of various countries? Is it inhibiting or promoting? How to formulate appropriate environmental regulations and policies to accelerate the green development of various countries? This is what this article will discuss.This paper first selects 27 countries that have implemented more environmental policies as the research objects,and uses the data envelopment analysis method to measure the green development efficiency of relevant countries from 2009 to 2018.The results show that the green development of most countries is inefficient State,and the scale efficiency of most countries is lower than pure technical efficiency;China’s green development efficiency ranks last among 27 countries,but the average gap with the other 26 countries’ green development efficiency is shrinking.This paper further measures the traditional economic efficiency of 27 countries,and uses the K value cluster analysis to classify the development models of 27 countries in combination with the efficiency of green development,and proposes four types of green,economic,ecological and double low.The economic development model,in which China is in a development model of "double low" economic efficiency and green development efficiency,shows that China still needs to strengthen its energy utilization and environmental protection.Next,this article analyzes the status quo of environmental regulations in major countries in the world.The analysis shows that countries generally use a variety of environmental regulatory tools,and European and American countries have complete supervision and punishment mechanisms for them and government organizations that support the implementation of environmental regulatory policies,which can better promote Implementation of environmental regulations.Countries with strong environmental regulations include the United States,Japan,and the European Union,and China’s environmental regulation strength is lower in the ranking of the countries studied.After China established an independent system related to environmental taxation in 2018,its environmental regulation intensity gradually Move closer to countries with strong environmental regulations.Furthermore,this article summarizes the influence mechanism of environmental regulation on the efficiency of green development on the basis of "Porter Hypothesis" and previous scholars’ research: green restraint effect and green guidance effect.Then this paper starts from this theory and uses empirical models to study the impact of environmental regulations in 27 countries on the efficiency of green development.The empirical results show that environmental regulations have a "U"-shaped characteristic of inhibiting and then promoting the efficiency of green development in27 countries.It is a green restraint effect in the short term,and a green guiding effect after a certain period of time,which is in line with the theoretical mechanism;environmental regulations have an impact on the efficiency of green development.The impact also presents the characteristics of national heterogeneity.Green-type countries dominate the green guiding effect,and double-low countries dominate the green restraint effect,but they all show the "U"-shaped characteristics of first restraint and then promote.Finally,based on the above conclusions,this article puts forward corresponding policy recommendations: improve environmental regulatory policies,improve the accuracy of environmental regulatory policies,avoid excessively stringent environmental policies,minimize the loss of environmental regulatory efficiency and improve environmental protection effects.In order to reduce the green restraint effect of environmental regulations on the efficiency of green development.Increase scientific and technological innovation,increase investment in green technology research and development,make full use of the financial market,and expand financing channels for green technology innovation to strengthen the green guiding effect of environmental regulations on the efficiency of green development.Implement differentiated regional environmental regulation policies based on the heterogeneous characteristics of economic development in different regions. |
