On September 22,2020,General Secretary Xi Jinping proposed that Chinese carbon dioxide emissions should peak by 2030,and strive to achieve carbon neutrality by 2060.The low-carbon transformation of energy is of great significance to achieve carbon neutrality and carbon peaking. The low-carbon transformation of energy is inseparable from the green innovation of enterprises, that is,the research and development of professional technologies that are conducive to energy conservation and emission reduction, the reduction of "three wastes",and the improvement of energy efficiency, thereby reducing the consumption of resources in production, promoting the upgrading of traditional industries, and ultimately achieving the green purpose of pollution control and governance. As the pillar industry of my country's energy industry, the coal industry is an important target for low-carbon emission reduction. Therefore, this paper selects China Shenhua as the research object, and explores the specific effects of green innovation activities of heavily polluting coal enterprises under the background of low-carbon economy, which is helpful to verify the strong Porter hypothesis and has important theoretical significance. In addition,in terms of practical significance, the research in this paper can not only provide a theoretical basis for the optimization of the coal industry structure, but also provide inspiration for how to build a green innovation ecosystem in China.Based on Porter's hypothesis, externality theory and sustainable development theory, this paper adopts a research method combining case analysis and literature analysis, and takes China Shenhua as the research object to analyze its performance in the context of increasingly stringent environmental regulations.Green technology innovation efficiency.Firstly, this paper sorts out the existing literature from three perspectives;secondly,it theoretically analyzes the influence path and effect of the coal industry and environmental regulation on the green innovation of enterprises;thirdly,in the case analysis part, the case The general situation of the company China Shenhua is introduced, and then through specific quantitative analysis, the green innovation effect of China Shenhua as a leading enterprise under environmental regulation is studied and analyzed from three perspectives. Finally, the relevant conclusions are as follows:Environmental regulation has a positive effect on the green innovation of enterprises. It can help enterprises to save energy and reduce emissions, and reduce the production cost of high-pollution enterprises. The "Porter Hypothesis" has been verified.Although environmental regulations will increase the cost of enterprises and squeeze the funds for implementing green innovation,large-scale and well-funded enterprises are still capable and willing to implement green technology innovation, turn pressure into motivation, improve production processes through technological innovation, and alleviate negative impacts of environmental regulations. The paper also makes the following recommendations.First, from the perspective of the government, the government can promote the technological innovation of high-polluting enterprises through reasonable environmental regulation.Secondly, from the perspective of the industry, under the "dual carbon goal",coal enterprises headed by China Shenhua need to resist pressure, actively explore green transformation strategies, and promote high-quality sustainable development of enterprises. Finally,as far as China Shenhua is concerned, the company can further increase the number of high-level key technical personnel, step up the performance management of wastewater and solid waste discharge, and strengthen the construction of a comprehensive carbon emission monitoring system.
