Since this year,Guangzhou port has imported a large number of solid bulk cargo,such as river sand,and the anchorage solid bulk cargo volume has grown rapidly.From January to September 2019,the solid bulk cargo volume has completed nearly 30 million tons,with a year-on-year growth of more than 500%.The anchorage water transfer operation is not only conducive to improving the port's adaptation to the changeable environment and speeding up the efficiency of shipping passage,but also conducive to reducing the risk of port investment.Therefore,anchorage water transfer operation is an important way of operation in Port of Guangzhou and a strong guarantee for the port's carrying capacity.The increase of anchorage water transfer operation leads to the increasing of mechanical equipment,and operator as well as bring of the increase of safe risk in anchorage work.Therefore,it is necessary to strengthen management through research and analysis to ensure the safety of anchorage water transfer operation.At present,there are two types of equipment for water transfer operation at home and abroad.This thesis mainly study the matters of floating crane transiting on the anchorage which being widely used in the Pearl River Delta region.In the paper,we study the anchorage water transfer operation risk,refers to the operation cause safety accidents(casualties,collision,touch damage,etc.),from "machine-man-environment-management" systems engineering perspective,considering its affect all aspects of the system,,finally determine the risk factors in'the process of transfer and form the required index system.In this paper,On the basis of consulting relevant literature,this paper deals with the typical accident cases quantitatively by means of questionnaire and expert investigation using the fault tree method to analyze the risk factors affecting the system of the Shajiao anchorage water transfer operation in Port of Guangzhou,and to construct the influencing factors of the system of the Shajiao anchorage water transfer operation.By using the analytic hierarchy process(AHP),the structural model of the factors influencing the system of Shajiao anchorage water transfer operation is established.Finally,the main factors of the system of Shajiao anchorage water transfer operation are evaluated by the method of mould and comprehensive evaluation.The research results show that the risk of Shajiao anchorage water transfer operation of Guangzhou port is at a high level,ought to be reduced by strengthening the management.Through analysis and research,this paper provides the suggestion in Shajiao anchorage of Guangzhou port of ensure same measures implemented to control risks,meeting production requirement,strengthening the management of equipment,operator,contingency,communication and so on.as to further control the risk and meet the production demand.
