| Creating a national health city is an effort beneficial to the city inhabitants.It requires that the city in this effort makes every target reached be closely related to people's life,making the city clean and orderly,with clean water,green open space and blue sky.By reaching these requirements it can become the civilized city with sustainable development potential and strength,enable the inhabitants there to live more comfortably.In June 2015,Baoshan city initiated the effort to establish a national health city,but the process was not smooth.After two times of unannounced tests by the state and after repeated rectifications,Baoshan city is at last included in the list of national health cities.It is entitled by the national health office.Taking the creation of health city in Longyang district of Baoshan as an example,this paper expounds that the creation and maintenance of health city results reflect the effect of comprehensive systematic operation,and the components of this system are at multi-levels,from the local government to individuals,and actors at each level have their own responsibilities.The long-time maintenance of the normal operation of the system can be obtained only when each individual behavior can meet the requirements of maintaining the normal operation of the system and their roles can be integrated.In this way,in the maintenance of a healthy city,with the increase of citizens' participation,the role of the government may change from an all-around manager to a multi-role simultaneously,and the individual citizens may also change from passive followers to conscious active participants.Long Yang district of Baoshan city has the characteristics of most cities in Yunnan province's regional capital city.Also like most other cities in urban management,it is to face and solve the same and similar problems.The research results of this case study are of general significance by revealing the problems,their causes and their solutions. |
