Rural Toilets In D City From The Perspective Of "New Public Service" The Research On The Problem Of Reconstruction

"Small toilets" witness "big people’s livelihood".The rural toilet transformation is a key link in the rural modernization construction of our country.It is an important item in the implementation of the rural revitalization strategy of our country.It is related to the basic living conditions of the vast number of farmers and the good living environment in rural areas.Since the early days of the founding of the People’s Republic of China,earth-shaking changes have taken place in the renovation of rural toilets in China,gradually developing from pit side to water-flushing toilets.The traditional habits of farmers have been basically improved,and the rural living environment and hygiene level have been greatly improved.However,with the development of rural toilet renovation,there are many problems.In addition,the problems in different regions of the country are not consistent.For example,in the cold regions of the north,the transformed flush toilets often suffer from the freezing of the sewer pipes in winter because of the low temperature,which makes them unusable.For the water-scarce areas in the west,the popularity of water-flush toilets is often due to lack of water and water and can not be used.The new public service theory is derived from civil rights and humanism,and includes seven principles(serve rather than steer;The common good is a goal,not a byproduct;Think strategically and act democratically;Serve citizens rather than customers;Responsibility is not singular;Valuing people over productivity;It puts forward and establishes a new theoretical choice that pays more attention to democratic values and public interests and is more suitable for the practical needs of modern public society and public management.In yanbian Korean autonomous prefecture,jilin province D city as an example,combined with the new public service theory,case analysis and literature research as the main method,on the basis of the new public service theory in this study the applicability of the analysis,find out problems arising from the rural toilet renovation,and in-depth analysis of reasons,put forward corresponding countermeasures of targeted and operability,To improve the rural toilet transformation to provide ideas.The main problems are that the bidding process is not standardized,the selected enterprises are not mature,the funds for toilet improvement are not timely,the late management is not in place,the selected toilet improvement method is not reasonable,and the main department responsible for toilet improvement is not continuous.In terms of countermeasures and suggestions,it mainly includes: standardizing the participation process of government behavior,strengthening the implementation of responsibilities,strengthening capital investment,strengthening post-maintenance,improving the technological level of toilet reconstruction,and improving the relevant systems of rural toilet reconstruction.
