Research On The Subject Responsibility Of Ecological Civilization Construction In Gannan Tibetan Area

Marxist practical philosophy holds that human beings are the subjects of all practical activities,and they are in the leading position in the process of material transformation between human beings and nature.Nowadays ecological environment crisis is mainly caused by human activities so that the solutions depend on man himself largely.The construction of ecological civilization is a strategy put forward by our Party and government to deal with the ecological crisis.Only when we give full play to man's initiative and creativity,we will be able to undertake the responsibility and mission better to promote the construction of ecological civilization.With special geographical position and cultural history,the construction of ecological civilization in Gannan Tibetan area requires the cooperation of local government,enterprises,Tibetan monasteries and citizens.With comprehensive studies about the responsibility system,including responsibility consciousness,responsibility ability and responsibility behaviors,this paper proposes corresponding solutions to the problems existed and expand new ways for the construction of ecological civilization in Gannan Tibetan area.This paper is divided into the following five chapters:Chapter 1:Introduction.This paper mainly elaborates the background of the topic selection and the theoretical and practical significance of the research,analyses the current research situation at home and abroad,puts forward the ideas and methods of this study,and forms the framework content of the paper.Chapter 2:Interpretation of relevant concepts and theoretical basis of research.Firstly,this chapter summarizes the general situation of Gannan Tibetan area from the aspects of geographical environment,human situation and ecological status.Then it explains the related concepts of ecological civilization construction,subject classification,subject responsibility and so on.Finally,the theoretical basis of this study is elaborated,namely,Marx and Engels'ecological view,Marx and Engels' social subject theory and socialist ecological civilization theory.Chapter 3:Explaining the main responsibility of ecological civilization construction in Gannan Tibetan area.This chapter systematically summarizes the specific responsibilities of the government,enterprises,monasteries and citizens in the construction of ecological civilization in Gannan Tibetan area.The subject of government should take the responsibility in leading the ecological ruling idea and value goal,formulating ecological laws,regulations and administrative policies,as well as promoting the participation of the whole people in the construction of ecological civilization.The subject of enterprises should take the responsibility in effectively utilizing natural resources,balancing economic and ecological benefits as well as protecting and restoring the ecological environment of Gannan.The subject of Tibetan monasteries should take the responsibility in inheriting and promoting religion,guiding monks and customs to participate in the construction of ecological civilization and assisting relevant departments to co-construct ecological civilization.Citizens should take the responsibility in establishing ecological value,safeguarding their own ecological rights and supervising the construction of ecological civilization.Chapter 4:This chapter makes a systematic and in-depth analysis of the main problems of the ecological civilization construction in Gannan Tibetan areas.The reasons include inadequate implementation of the main responsibility of the government;unfulfillable responsibility of the enterprises;absent responsibility of both Tibetan monasteries,and citizens.Chapter 5:The countermeasures to strengthen the main responsibility of ecological civilization construction in Gannan Tibetan area.Based on the analysis of the problems in the previous chapter,some countermeasures have been put forward in this chapter to strengthen the main body responsibility construction,covering the responsibility consciousness,responsibility ability and responsibility behavior of the four main bodies in the construction of ecological civilization in Gannan Tibetan area.
