Research On Government Responsibility In The Construction Of Contemporary Chinese Ecological Civilization

Along with the acceleration process of Chinese market economy and modernization,the ecological problems have been continuously emerging and deteriorating,which has seriously affected Chinese economic and social sustainable development,and the survival of human beings.Therefore,it's significant and urgent to discuss the problems of ecological civilization construction.In the party congress report published in 2007,our party explicitly proposed the strategic task of socialist ecological civilization construction.And in the party congress report published in 2012,our party put forward prominent position of the ecological civilization construction,concentrating on combining all the aspects and whole development processes of economic construction,political construction,cultural construction and social construction,which is beneficial to construct the overall "Five-in-one" layout of modernization of socialism with Chinese characteristics.While discussing the factors leading to current ecological crisis of our country,the lack of government responsibility is a key element.Therefore,studies on perfecting the government responsibility in construction of ecological civilization have profound meanings both in theory and practice.The thesis can be explicitly demonstrated from the following five parts:First,the Introduction summarizes the background and significance of this thesis as well as quotes relative researches abroad and at home.Also,research methods and innovative topics are presented so as to make the thesis more abundant.Second,relative theoretical researches about government responsibility in the construction of ecological civilization are presented.On one hand,some relative theories about the construction of ecological civilization are described,including its connotations,characteristics and concepts of ecological civilization.On the other hand,relative theories about govenment's responsibility are listed,including its connotations and basic contents.Third,emphasize the necessity of strengthening the government's responsibility in the construction of ecological civilization,which is explained from four aspects,consisting of the harmonious society,sustainable development of social economy,the global ecological problems and government functions.Fourth,the performance and causes of deficiency of government responsibility in the construction of ecological civilization are analyzed.On one hand,the performance of the deficiency of government responsibility are explained from three aspects,which include the ecological consciousness of the public administrative personnel,systems of ecological government responsibility and systems of administrative supervision.On the other hand,the causes are analyzed by contemplating the examinational mechanism of public administrative personnel,laws and regulations of environmental protection,the green consumption and citizen participation.From these aspects,the causes are explained explicitly.Fifth,advocate the construction of the systems of government responsibility along with the construction of ecological civilization.Three aspects,containing the principle of value,main contents and implementation path of government responsibility are specific demonstrated.
