Study On The Responsibility And Synergy Of Multiple Subjects In The Process Of Ecological Civilization Construction

The construction of ecological civilization,as a national and ethnic development plan,is related to the Two Centenary Goals and the realization of Chinese Dream.However,in the process of development,China is still faced with a series of ecological conditions,such as the worsening of ecological environment and the tightening of resource constraints.Ecological problems have become the most important issue to be solved in the process of national development.However,there are still some difficulties in the construction of ecological civilization in our country,for example,the function of each construction subject is not in place,the responsibility and obligation is insufficient,the coordination among the main bodies is not smooth and so on,which seriously affects the progress and effect of the construction of the ecological civilization.Therefore,there is an urgent need for a new governance model to solve the practical difficulties existing in the current construction practice of various subjects,so that it can enhance the coordination among the subjects,help better coordinate the relationship between the human and nature as well as seek the road of harmonious and sustainable development.In result,the construction modelof multivariate collaborative governance emerged as the time requires.The purpose of this paper is to further clarify the functions,responsibilities and obligations of each subject in the construction of ecological civilization through theoretical analysis and combining with the governance model of multivariate coordination,and help them to strengthen their subjective consciousness and ecological consciousness,whose purpose is to maximize the effect of subject responsibility.In addition,from the aspects of perfecting the law,perfecting the system,unblocking participation channels and cultivating the consciousness of coordination,this paper discusses how to further improve the governance model of the multivariate coordination,in order to achieve the purpose of promoting the coordination among the subjects.According to the theoretical analysis and the practical result of carrying out the governance model of the multivariate coordination combined with the ecological civilization construction,the deterioration of natural ecological environment has been improved and the social ecological civilization construction has achieved remarkable results.It is proved that this model is helpful to converge the construction power and wisdom from multiple sources and make up for the shortcomings of the single subject in the construction process in the past.The ecological consciousness of each subject is gradually formed and the consciousness of participation and coordination has been strengthened,which has effectively promoted the process of ecological civilization construction.It can be seen that the implementation of the governance model of the multivariate coordination is the result of scientific application of the construction subject,the summary of the practice and experience of the construction of ecological civilization,and the profound understanding of the law of construction.Therefore,this article is based on the purpose that it is necessary to adhere to this governance model for a long time and continue to explore and improve,to hope to help demonstrate the research on this aspect.
