Research On Yichang Chemical Industry Transformation And Upgrading Policy Under The Background Of Ecological Civilization

The Eighteenth National Congress of the Communist Party of China has integrated the construction of ecological civilization into the overall layout of the "five in one" of the country.To promote the development of the Yangtze River Economic Zone,it is also necessary to put the restoration of the ecological environment in an overwhelming position,and to protect the ecological environment and not develop it.Yichang,Hubei Province,as the demarcation point between the upper and middle reaches of the Yangtze River mainstream,takes advantage of mineral resources and convenient water transportation to vigorously develop the chemical industry.With the development of economic integration and the global resource and energy crisis,in order to solve the problems existing in Yichang chemical industry,such as decentralized layout,extensive development mode,low product grade and environmental protection pressure,Yichang City carried out special renovation and transformation and upgrading actions for the chemical industry in September 2017,and strongly promoted 134 chemical enterprises to "close down,relocate,transfer production and transform".This paper focuses on the practical research on the transformation and upgrading policy of Yichang chemical industry.Through the analysis of relevant theories,the research framework is put forward: the construction of policy issues,the formulation and implementation of policies,the evaluation of policy effects and the optimization of policies.Firstly,through the analysis of the political,economic,social,cultural and international environment of the transformation and upgrading policy of Yichang chemical industry,the policy objectives are defined,and the implementation of the transformation and upgrading policy of Yichang chemical industry is managed and regulated by three policy implementation tools: market-based,compulsory and voluntary,and four policy implementation means: administration,economy,law and propaganda.Then,it analyses the policy effect from four aspects: the degree of accomplishment of the public policy target,the unexpected influence of the public policy,the change of various environment related to the government and the feasibility of the public policy.Then it analyses the reasons of the policy effect from three aspects: the policy goal,the input-output and the policy change.Finally,according to these reasons,the paper puts forward optimization suggestions: strengthening the overall planning of policy tools,enhancing the implementation effect;strengthening policy guarantee,optimizing policy environment;strengthening policy system,and giving full play to the leading role of enterprises.
