Research On The Optimization Of Yunnan Non-ferrous Metal Industry Transformation And Upgrading Policy

The development of Yunnan non-ferrous metals industry,which relies on resource endowments and traditional factors,has always lacked technological innovation and management innovation.As a result,the province’s non-ferrous metal industry has more primary products,less processed products,and fewer low-end products and less value-added products.The short industrial chain and weak anti-risk ability make the industry extremely fragile and sensitive.Once the market fluctuates,it will cause fluctuations in the whole industry and even large-scale backbone enterprises.As an important industry in Yunnan,the non-ferrous metal industry plays an important role in promoting Yunnan’s economic development.It can not only create fiscal revenue,but also stabilize and expand employment,and provide assistance for the development of two-type society and new industrialization.In the process,the province is required.Abandon the traditional development model of big but not strong,serious pollution,short industrial chain and weak anti-risk ability,and accelerate the pace of industrial transformation and upgrading.As a traditional pillar industry in Yunnan,the non-ferrous metal industry has typical government support characteristics.The Eighth Plenary Session of the Ninth Committee of the Communist Party of China in Yunnan adopted the " Yunnan Provincial People’ s Government of Yunnan Province on the acceleration of industrial transformation and upgrading ".The Opinions clearly proposed to promote the development path of Yunnan,promote industrial transformation and upgrading including non-ferrous metals,and accelerate the policy support for the implementation of Yunnan’s economic development.In recent years,the Chinese government,including Yunnan local government,has also launched a series of policies to promote the development of non-ferrous metals industry..However,whether the industrial policy has achieved the expected results,whether the formulation is appropriate,and what problems exist in the implementation process are urgently needed to be explored.Based on this policy background,this paper systematically studies the policy of Yunnan non-ferrous metal industry to promote industrial transformation and upgrading,and explores the countermeasures for the transformation and upgrading of Yunnan non-ferrous metal industry under the new situation.This paper sorts out the mechanism of industrial policy to promote industrial transformation and upgrading,analyzes the development status of Yunnan nonferrous industry,collects and organizes the current major industrial policies,and uses the second-order DEA-Tobit model of Malmquist index to empirically analyze the performance of Yunnan nonferrous metals industry policy.The empirical research results show that The overall efficiency of Yunnan non-ferrous metal industry is high,and the reduction of total factor productivity is caused by technological progress.However,from the perspective of policy effects,technological innovation,corporate finance,talent and environmental regulation policies have achieved remarkable results,but fiscal and tax policy guidance It is weakly significant,and the role of land policy in the non-ferrous metal industry is not obvious,indicating that the development of the entire non-ferrous metal industry in Yunnan has shifted from relying on the growth of exogenous factors to relying on the growth of endogenous factors to promote the new stage of transformation.The paper further analyzes that under the background of the low supply and demand of the world non-ferrous metals industry and the low-speed growth of China’s non-ferrous metals industry,the non-ferrous metal industry in Yunnan is in the new development stage dominated by endogenous factors,and the policy orientation,key points and various factors of industrial transformation and upgrading.The main problems in specific policies suggest that the policies related to the transformation and upgrading of Yunnan non-ferrous metals industry must accelerate the adjustment of policies according to the new development background and stage of the entire industry,in order to achieve industrial transformation and sustainable development.
