| Environmental issues affect the survival and development of everyone in the world,and international organizations have always paid great attention to climate governance.Carbon emission rights were formally proposed for the first time in 1992.By 1997,carbon emission trading was formally approved as an important means to control greenhouse gases.After so many years of sustainable development,"carbon emission reduction" has become a synonym for climate governance.Since China approved its pilot provinces and municipalities of carbon trading nationwide in 2011,China has been actively exploring the carbon emission control model which meets the needs of China's national conditions.As one of the first selected pilot areas,Hubei Province has run four cycles since the first carbon trading market was launched in 2014,and has achieved a good performance rate of 100% for four consecutive years.Studying the mechanism of carbon emission trading in Hubei Province and evaluating its market efficiency is of great significance to further standardize the construction of the national unified carbon trading market.This study chooses the SBM model of data envelopment analysis.Based on the analysis of the status quo of carbon dioxide emissions in Hubei Province and the mechanism of the carbon emission trading market in Hubei Province,the evaluation index system of the efficiency of the carbon trading market is established by sorting out the relevant policy texts and literature.Taking the operation data of the carbon trading market in Hubei Province from 2014 to 2017 as the analysis object,the lake is studied.The main conclusions are as follows: the carbon emissions of Hubei Province are positively correlated with the main energy consumption in Hubei Province,which can be controlled by changing the economic structure and energy consumption structure;the function of the carbon emission trading market in Hubei Province is basically sound,but the market supervision is mainly the responsibility of the government,and there is the possibility of market failure;The construction of easy market system is effective and running well,and its construction work plays an important role in the development of green economy in Hubei Province.The market efficiency score of carbon emission trading in Hubei Province as a whole and most areas of Hubei Province is good,but there is room for improvement.Among them,the pure technical efficiency factor is the key factor affecting the comprehensive efficiency score.This study puts forward the following suggestions: establishing and improving the database,enriching relevant theoretical research;conducting cross-regional learning,actively summing up experience and lessons;optimizing industrial structure,introducing green energy industry;diversifying incentive mechanisms to allow appropriate price fluctuations;strengthening legislation construction,and fostering a healthy market environment. |
