A Study On The Impact Of Accountability System On Environmental Governance Efficiency Of Provincial Local Governments

Under the background of the increasingly serious ecological environment pollution,The government plays an important role in environmental governance as the unshirkable provider of ecological environment,a public good.However,the reality shows that there is still a lack of government responsibility in the field of ecological environment,and environmental accountability aims to investigate the responsibility of government agencies and their officials,which is an indispensable and effective guarantee mechanism to enhance the government’s awareness of ecological environmental protection and promote government officials to effectively fulfill their administrative responsibilities.Therefore,based on the existing academic research results and practical experience,based on the empirical analysis of provincial panel data,this paper explores whether the establishment and implementation of environmental accountability system has significantly improved the efficiency of local government environmental governance.It is found that the impact of environmental accountability on the efficiency of government environmental governance can be divided into three levels:(1)the implementation of accountability improves the efficiency of environmental governance to a certain extent,and the lower the level of accountability object,the higher the efficiency of environmental governance;(2)the supervision function of accountability system is tested,and the external supervision of citizens is conducive to the improvement of the efficiency of environmental governance;(3)from At the level of policy effectiveness,it is found that the government response after accountability has a positive correlation with the efficiency of environmental governance.Finally,based on the empirical analysis results,in view of the local government environmental governance practices,this article from perfecting the existing environmental accountability,reshape the accountability culture,play a role of collaborative support of multiple variants accountability subject,clear responsibilities between the principal and agent relationship,establish scientific official incentive mechanism,etc.,put forward the feasibility of environmental governance in the future healthy development path.
