The Efficiency Assessment And Its Key Influencing Factors Analysis Of The Investment In The Environment Governance Of The Cities

The existence of environmental pollution restricts the sustainable and healthy development of cities in the future.The characteristics of public goods in the urban environment require a large amount of funds from local finances for environmental governance.Therefore,improving the efficiency of environmental governance financial expenditures is an important way to solve the current financial insufficiency.This paper evaluates the fiscal expenditure efficiency of local urban environmental governance in China and empirically tests the environmental variables that influence the efficiency of fiscal expenditure.On this basis,it puts forward policy recommendations to further improve the efficiency of environmental governance financial expenditures.The innovative points of this paper are based on a systematic review of environmental governance investment efficiency,with the establishment of an evaluation index system as a guiding principle,investment in total environmental governance as an input indicator,and water,gas,and solid control environmental governance investment performance as outputs.The evaluation index system of China's environmental governance investment efficiency of provincial cities was based on the DEA method to evaluate the investment efficiency of China's environmental governance in 15 provincial cities.Then,the environmental governance investment efficiency was used as the parent factor to evaluate the indicators of environmental governance investment efficiency.The analysis model of key influencing factors for the investment efficiency of environmental governance in 1 5 provincial cities was constructed using the grey relational analysis method,and 15 provincial-level cities were put into production through the 2013-2017 China Environmental Statistical Yearbook and the China Statistical Yearbook.Data were generated,the investment efficiency of 15 provincial cities was calculated,and the key influencing factors were analyzed.It was verified that the key factors controlling the total amount of environmental governance investment can effectively improve the efficiency of environmental governance investment.
