In order to ensure energy security,Chinese energy companies represented by CNPC have accelerated their transition to international companies.The exploration,extraction,storage,transportation,and sales of Chinese energy companies have covered Asia,Africa,Latin America and the United States.However,with the shrinking oil and gas market leading to fierce market competition,domestic contractors face increasing resistance and risks in international engineering.The research on the risk management of the international petroleum engineering construction project conducted by China's oil companies is still in its infancy and cannot meet the actual engineering needs.This article takes the reform and expansion project of A Oilfield in Venezuela as an example to analyze the risk management of international engineering construction projects.Firstly,it analyzed the theoretical basis and risk management status of risk management for the expansion and expansion project of A oilfield in Venezuela;followed by the project as an example,from the six stages of design,procurement,construction,contract,quality assurance and control,HSE,to the Venezuelan A oilfield project.The analysis of the operation and management model of the expansion and expansion project was conducted;for the six phases and the project as a whole,based on the analytic hierarchy process,risk identification and risk assessment were conducted from both internal and external factors,and risk response strategies and risk management improvement strategies were given.The paper studies the representative Venezuela A oilfield redevelopment and expansion project to provide experience for future risk management of international engineering projects.
