With the rapid development of China’s rural economy and society,the number and types of rural domestic waste are gradually increasing,and the speed of garbage disposal and the amount of garbage generated are not coordinated.The party and the state attach great importance to the ecological environment of the countryside,want to retain the green mountains and green hills,retain the homesickness,improve the living environment of the peasants,and promulgate the "Opinions of the CPC Central Committee and the State Council on Implementing the Rural Revitalization Strategy" and "Renovation of the Rural Human Settlement Environment".A series of opinions and plans,such as the Three-Year Action Plan and the Rural Clean Living Action Plan for Rural Habitat Renovation.Governments at all levels attach great importance to the problem of rural domestic waste management,and solving the problem of rural domestic garbage is also a key link in promoting the implementation of the rural revitalization strategy.As a tourist city in Chengde,the Chengde government naturally attaches great importance to the living environment and protects the local ecological construction.The government fully fulfills its functions,clarifies the main position in the provision of public services,mobilizes the enthusiasm of the broad masses of farmers,makes full use of the attention and support of the resources of all sectors of society for environmental issues,and strengthens the research on the management of rural domestic waste in Chengde County.It has important theoretical significance and practice.value.According to the National Bureau of Statistics,the rural population is showing a trend of decreasing year by year.From about 700 million people in 2008 to about 560 million people in 2018,in just 10 years,the rural population has decreased by about 140 million people,but rural life The amount of garbage is increasing day by day.The amount of domestic garbage generated in rural areas reaches hundreds of millions of tons per year.However,in the 691,500 administrative villages in the country,less than half of the villages that effectively treat rural domestic garbage are in serious condition.In the context of the revitalization of the country and the countryside,Chengde County,as a national garden county,should solve the problem of local rural garbage in the local area,keep the green mountains and green hills,and retain the homesickness.Therefore,taking Chengde County as an example,from the perspective of rural governance,the theory of cooperative governance,public governance theory and Maslow’s hierarchy of needs are chosen as the theoretical basis,and relevant rural garbage and rural life are accumulated under the accumulation of a large amount of literature.The concept of waste management was defined.The questionnaire method and interview method were used to conduct research on the treatment of rural domestic waste in Chengde County.The investigation and understanding of the evolution process of rural domestic waste management,the status quo of rural domestic waste treatment in Chengde County,found Influencing factors and existing problems that restrict rural domestic waste management.Problems in the management of rural domestic waste: the amount of domestic garbage disposal and the quantity of output are not coordinated;the government has insufficient capital investment and uneven distribution;the choice of governance mode is not reasonable enough,the garbage disposal efficiency is low;the government support system is imperfect and the operation speed is slow;Low participation and poor sustainability.Based on this,the author proposes optimization of rural domestic waste management: improving infrastructure construction,technical talents;multi-party measures,broadening financing channels;rationally selecting waste control mode;strengthening legal system construction,improving evaluation system;increasing publicity and increasing villagers’ participation awareness.
