Research On Optimization Of The Supervision System Of Construction And Demolition Waste Disposal In Chongqing

With the large-scale construction and retrofit of cities in China,the amount of the consequent by-product—— construction and demolition waste is skyrocketing year by year.As the only municipality directly under the Central Government in the western region,Chongqing Municipality is under the strong support and promotion of policy opportunities such as the “Western Development” and “Two Rivers New District”,which has noticeably boosted the local economic development.However,large-scale urbanization and land utilization have generated a lot of construction and demolition waste,which,in turn,lead to environemental and societal burden to urban governance.Although government has successively introduced relevant constraint and incentive policies and adopted certain supervision measures but did not receive expected results.There are still many problems in disposal and supervision of construction and demolition waste in Chongqing.The deeper problem exposed behind these phenomena is that there are loopholes in the supervision of construction and demolition waste disposal in Chongqing,scientific and systematic supervision is acting as the backbone of mitigating the built environment pressure in urban governance.Therefore,it is urgent to further explore and study how to improve the existing supervision system for construction and demolition waste disposal in Chongqing.With regarding to this,this paper firstly analyzes the status quo of the supervision system for construction and demolition waste disposal in Chongqing from the aspects of supervision objectives,supervision policies,supervision subjects,supervision methods,and supervision objects through literature research and the field investigation and interviews.The operation status and results achieved is summarized after that.Based on this,research uses literature research method,case analysis method and expert interviews to identify dilemmas in the construction and demolition waste disposal supervision system in Chongqing,and classify them into five categories: The supervision objectives are not well-directed,the local supervision policies are lacking,the supervision organizations are flawed,the supervision methods are single backward,and the supervision objects are less law-abiding initiative.Then,based on the summarized cost and benefit factors affecting behavior of government supervision agencies and enterprises,to establish an evolutionary game model between the two parties.Through the data collection and calculation,matlab computer method is used to simulate the evolutionary game,and the validity and feasibility of the model are verified.Based on the simulation results,the reasons for the formation of the construction and demolition waste disposal supervision system in Chongqing are discussed and analyzed.The main reason include high supervision costs,insufficient financial support,lack of positive incentives to the supervision authorities,lack of full-fledged reputational incentives,high waste disposal costs,insufficient direct revenue from constrction and demolition waste disposal,and lack of advanced subject cognition.Finally,based on the forming reasons of problems in the construction and demolition waste disposal supervision system in Chongqing,with the guiding ideology of collaborative governance,the author puts forward a collaborative supervision system that insists on taking government supervision as the leading factor,stimulating enterprise self-discipline as the extension of supervision,and using social supervision force to cooperate.It also proposes specific optimization strategie on how to promote the initiative and corresponding role of the government,enterprises and social forces in the coordinated supervision system.This paper regards the supervision of construction waste disposal as a system,proposes corresponding suggestions based on the analysis of the forming reasons of problems in the supervision system of construction and demolition waste disposal in Chongqing.It not only helps relevant departments to understand the interests of various parties in the supervision activities of construction and demolition waste disposal,and the causes of the problem in the supervision system of construction and demolition waste disposal,but also provides some the oretical guidance and reference for the government supervision departments of construction and demolition waste disposal in Chongqing to formulate supervision measures and optimize the supervision system of construction and demolition waste disposal.At the same time,it can also provide partial basis for the construction of the construction and demolition waste disposal supervision system in other regions of China.
