Research On The Evolutionary Game Of Supervision On Urban Waste Disposal In The Third-party Inspect

With the rapid progress of urbanization,the expanding scale of the city and the increasing urban population in China,the output of urban waste has increased rapidly.The environmental pollution has become more and more serious.Many cities have fallen into the dilemma of garbage.Facing the grim situation of "garbage siege",some garbage disposal enterprises are driven by profit and reduce the quality of waste disposal which has caused adverse impact on human settlements and construction of ecological civilization,resulting in frequent occurrence of urban garbage disposal accidents in recent years.Therefore,supervision on urban waste disposal needs research urgently.Based on the deep analysis of the institutional mechanism of supervision on urban waste disposal in China,this thesis puts forward the supervision mode of urban waste disposal in third-party inspect.With research methods of the evolutionary game model,simulation and case analysis,it provides theoretical basis and practical operation of the program for supervision on urban waste disposal.There are four parts in detail: The first part analyzes the internal and external malpractice of supervision on the current urban waste disposal system by analyzing its present institutional mechanisms,and points out that the lack of third-party inspect,such as the media,the public and the industry organization,is the inefficient operation of the urban waste disposal system.It is necessary for third-party inspect to participate in the supervision on urban waste disposal;The second part is based on the contents of first part,and further build evolutionary game model of supervision on the urban waste disposal in third-party inspect,analyzing with Jacobi and simulation methods,which points out that the third-party inspect is an indispensable and important part of the urban waste disposal supervision system in our country.The participation of the social forces such as the media and the public is an important way to solve the drawbacks of the urban waste disposal regulatory system.The third-part analyzes the typical real case of the "12·20" serious landslide accident in the construction waste dumping area,and gives the corresponding scientific and operational suggestions for the exposed problem of supervision,which can provide practical experience for similar problem of the national urban waste disposal;With the combination of the above,the fourth part provides implemented and practical recommendations for the supervision issues on urban waste disposal from three aspects of government regulatory authorities,waste disposal enterprises,third-party institutions,in response to improve the efficiency of urban waste disposal supervision.The two main innovations of the thesis are as follows:(1)The thesis constructs the evolutionary game model of supervision on urban waste disposal in third-party inspect,and provides new ideas and new methods for supervision on urban waste disposal.(2)The thesis puts forward the new view of the economic efficiency of the risk strategy,and provides new decision support for supervision on urban waste disposal.
