Research On Risk Management Of Hidden Dangerous Goods In Air Transportation

Hidden dangerous goods in air transportation refers to dangerous goods that have not been correctly declared.Once the name declaration is not standardized,dangerous goods are used as normal goods to enter air transportation,which will threaten every subsequent operation.International and domestic laws and regulations on Hidden dangerous goods are prerequisites for ensuring the safe and stable development of air transportation.All entities on the air transport chain have established corresponding prevention and control measures for dangerous goods.However,in recent years,unsafe incidents of dangerous goods are frequently encountered.Therefore,it analyzes safety risk factors of hidden dangerous goods in air transportation,establishes a quantitative model for evaluating the risk factors of hidden dangerous goods in various units on the transportation chain,and conducts risk control of hidden dangerous goods in a targeted manner.It is of great significance to realize the risk management of hidden dangerous goods,so as to achieve the aim of continuous safety for air transportation.The risk management of hidden dangerous goods in air transportation involves multiple links and multiple departments of air transportation.Firstly,it sorts out the operation process of passenger checked baggage and the operation process of cargo transportation,uses CCP method to find the key link of safety risk of hidden dangerous goods,identifies the influencing factors of main safety risk and risk source,and analyzes the impact on the key aspects of safety risk of hidden dangerous goods.Then,“human,machine,material,environment,management” determines the system and compre-hensive safety risk assessment indicators,and determines the influencing factors of each sub-security risk based on the analysis of the impacts of the hidden dangers of dangerous goods in the key link of air passenger and cargo transportation operations.By determining the subordinate relationship between the influencing factors of each sub-security risk and the main security risk factors,the evaluation index system for influencing the risk factors of hidden dangerous goods in air transportation is constructed.Secondly,construct a safety risk assessment model for hidden dangerous goods in air transportation based on fuzzy synthetic evaluation,and combine the analytic hierarchy process to determine the weighting index of evaluation expert ability.The expert scoring method combined with the triangular fuzzy function theory will be used to evaluate the impact of various safety risk factors on the safety risk of hidden dangerous goods in passenger and cargo transportation,and realize the quantitative evaluation of the influencing factors of the hidden dangerous goods safety risk in air transportation.Finally,it puts forward suggestions on safety risk control of hidden dangerous goods by calculating the index weight,the identification of airport check-in and pickup in passenger transport has a greater impact on the security risks of hidden dangerous goods,especially the impact of identification tools and packaging marks and labels.Then,the proposed safety risk control recommendations for hidden dangerous goods are proposed;And shippers or their agents’ declarations and sales agents’ inspections have a greater impact on the security risks of hidden dangerous goods,especially employees’ safety awareness,packaging marks,labels,employee education,training systems and monitoring mechanisms.Based on the list of hidden dangerous goods in the Technical Instructions,combined with the names of hidden dangerous goods collected from airlines and airports,46 items of pan-product names were included to establish an hidden dangerous goods name library.
