Research On Synergistic Governance Of Marine Ecological Environment In Coastal Waters Of Fujian

Xi Jinping puts forward the goal of building a powerful marine country many times.The report of the Nineteenth National Congress of the Communist Party of China pointed out that "we should persist in the overall planning of land and sea to speed up the construction of a powerful marine country." The construction of a powerful marine country cannot be separated from the construction of marine ecological civilization.Fujian is a major marine province in China.With the rapid development of coastal economy in Fujian Province,human activities and industrial construction activities are increasingly frequent of coastal waters,which has brought tremendous pressure on the marine ecological environment of coastal waters,and the problem of marine ecological environment governance has become increasingly prominent.How to effectively control the marine ecological environment of Fujian coastal waters is very necessary and urgent.Based on the theory of public governance and synergetics,case analysis,literature analysis and field investigation,this paper deeply analyses the marine ecological environment and governance status of Fujian coastal waters,and combines with the typical case analysis of Quanzhou coastal waters marine environmental synergistic governance,studies and puts forward the Strategy of synergistic governance of marine ecological environment of Fujian coastal waters.There are seven chapters in this paper.Chapter one is the introduction,which mainly elaborates the research background,purpose,significance,research status and ideas.The second chapter defines the related concepts and theoretical basis,defines the related concepts of coastal waters,marine environment and marine ecological environment,and outlines the theoretical basis of this study.Chapter three analyses the marine ecological environment and existing problems of Fujian coastal waters.Chapter four further analyses the current situation,problems and causes.Chapter five study on the experience of synergistic governance of marine ecological environment of Quanzhou coastal waters.Chapter Six puts forward the countermeasure of coordinated management of marine ecological environment of Fujian coastal waters.This paper considers that the main reasons for the problems of marine eco-environmental governance of Fujian coastal waters are single governance subject and means,unclear management responsibilities,insufficient awareness of ecological environment protection,weak sense of coordination,and imperfect cooperation mechanism.Under the new development situation,Fujian should set up a permanent coordinating body for marine development and protection,promote the integrated marine and land ecological environment protection as a whole,establish acoordinating mechanism for trans-administrative marine development and protection,so as to promote the Intergovernmental coordinated governance,enhance the consciousness of multi-subject coordinated governance,and strengthen the participation of the public,enterprises,non-governmental organizations and the media.Fujian should promote the coordinated governance among multi-subjects,to build a system of marine and land co-ordination,establish a platform for information integration,and improve the accountability mechanism and performance appraisal system of marine ecological environment governance,in order to promote the construction of the safeguard mechanism of coordinated governance.
