| At present,China’s marine eco-environment is becoming more and more severe,and the improvement of marine eco-environment governance system and governance model has become the key.Multiple co-governance refers to a governance mode in which multiple subjects such as government,market,social organization,public,and mass media participate in governance in the governance process of social public affairs,which can effectively integrate social resources and improve governance.The ocean is holistic,and the governance of the marine ecological environment is not enough by the power of the government.It requires the effective participation of multiple subjects to break the shortcomings of a single subject to manage the marine ecological environment.With the successive introduction of the "River Chang System","Lake Chang System" and other systems,the pressure of environmental protection is transmitted from land to sea.At the beginning of 2017,the former State Oceanic Administration issued the "Guiding Opinions on the Pilot Work of the Bay Length System ",and carried out the pilot work of the "Bay Length System" in Zhejiang,Qinhuangdao,Qingdao,Lianyungang and Haikou.The practice of the "Bay length system" has opened up a multiple co-governance marine ecological environment governance model and further improved the marine ecological environment governance system,but as a new system,the "Bay length system" inevitably has some deficiencies in theory and practice.This article is based on the background and overview of the implementation of the "Bay length system" in China.From the perspective of multiple co-governance,it analyzes the role and problems of various "sea-related" subjects in the governance of the marine ecological environment,such as unclear government functions,Weak awareness of corporate marine ecological environmental protection responsibility,insufficient participation of social organizations,low enthusiasm for public participation,and insufficient role of mass media.Therefore,a study of the practice of the "Bay length system" in China can not only achieve a breakthrough in the marine ecological environment governance model,but also accumulate experience for China’s marine ecological environment governance.This article adopts research methods such as literature review method,field investigation method and comparative analysis method,combined with multiple co-governance theory,drawing on the experience of Gulf governance at home and abroad,starting from the three levels of government,enterprise and society(social organization,public and mass media).Further construction of the marine ecological environment governance model of "government-led,market regulation,social organization support,active public participation,and mass media supervision",including: the government should use the "Bay length system" as an opportunity to promote marine legislation and rationalize law enforcement Procedures,improve the management and control system of marine ecological environment governance,clarify the responsibilities of the government,raise special funds,introduce training professionals,establish monitoring platforms and other methods to consolidate the operating basis of the "Bay length system" and increase the government’s responsibility in protecting the marine ecological environment effectiveness;companies must start from the aspects of concept,technology,cooperation,etc.,continuously improve themselves,take on social responsibility,control pollution at the source,and increase the voluntariness of marine environmental governance;social organizations should expand social participation and recruit "private bay leaders",Good at cooperating with enterprises,giving full play to non-profit groups The advantages of promoting the professionalization of participation in the governance of the marine ecological environment;the public as participants and supervisors must have a sense of ownership and actively participate in the governance of the marine ecological environment;the mass media should make full use of the advantages of the new and old media to spread the Follow up and report on the relevant information on the governance of the marine ecological environment,and give play to its role in guiding and supervising public opinion. |
