Study On The Legal Protection Of Ecological Poverty Alleviation In Xinjiang

Poverty has always been a thorny problem in the process of human development.Eliminating poverty and improving people’s livelihood are the common goals of our socialism.The Eighteenth National Congress of the Communist Party of China proposed to ensure that a well-off society will be built in an all-round way by 2020 and actively mobilize the whole society to carry out poverty alleviation work.By the 1980 s,China had made significant progress in vigorously promoting poverty alleviation and development.With the organized and purposeful development of poverty alleviation work,ecological poverty alleviation and development work has gradually become a hot spot of poverty alleviation work.The natural conditions in Xinjiang are bad,the ecological environment is fragile,and the poverty problem is complex and widespread.The relationship between ecological environment and economic situation has become the main problem affecting Xinjiang’s economic development.Ecological poverty alleviation can effectively improve the fragile ecological environment of Xinjiang,and promote the coordinated development of ecology and economy.Poverty alleviation and development of ecological poverty alleviation is one of the complex problems in poverty alleviation work.Because of the diversity of ecological types,frequent natural disasters and complex poverty structure in Xinjiang,poverty alleviation means in ecological poverty alleviation work are more arduous.This paper focuses on the study of poverty alleviation and development in Xinjiang from the perspective of law,to improve the problem of ecological poverty in Xinjiang,alleviate the poverty caused by ecological problems in Xinjiang,and implement it under the guarantee of sound law,in order to effectively alleviate the poverty problem in Xinjiang’s ecologically harsh zone.The full text is divided into four chapters.The first chapter mainly takes the ecological poverty alleviation as the breakthrough point,describes the connotation of ecological poverty and the problems of ecological poverty alleviation,explains the era background of ecological poverty alleviation and the theoretical basis of ecological poverty alleviation,and focuses on the significance of ecological poverty alleviation in Xinjiang for poverty alleviation,and deeply discusses that ecological poverty alleviation is an important measure of poverty alleviation in Xinjiang,from a macro perspective.It is introduced that the implementation of ecological poverty alleviation policy needs to be based on legal norms,and the importance of legal protection of ecological poverty alleviation in Xinjiang is put forward,highlighting the content of the article.Chapter two: Starting from the specific problems,the paper illustrates the existing problems in the legal protection of ecological poverty alleviation in Xinjiang,focusing on the legal norms of ecological poverty alleviation in Xinjiang,the ecological compensation mechanism in Xinjiang,the responsibility system of ecological poverty alleviation in Xinjiang and the supervision system of ecological poverty alleviation in Xinjiang.Chapter three: Draw lessons from the experience of ecological poverty alleviation in Gansu and Guizhou provinces,and summarize the experience for reference.Chapter four: Corresponding to Chapter two,the deficiencies of legal protection of ecological poverty alleviation in Xinjiang are considered from a legal point of view,and corresponding rectification suggestions are put forward.
