| A set of scientific and comprehensive performance evaluation system should be able to integrate the strategic objectives of the enterprise and conduct a comprehensive evaluation of the enterprise according to its strategy.With the continuous change of economic environment,competition is intensifying and market environment is more complex,the traditional financial performance evaluation system has been unable to meet the management needs of business managers.At present,the mainstream performance evaluation methods are EVA and BSC,but both of them have their own shortcomings.Although EVA considers the capital cost of enterprises and the interests of shareholders,it ignores the impact of non-financial aspects on enterprises;BSC considers non-financial indicators and evaluates enterprises comprehensively,but lacks guidance in its choice of indicators and judgment of weights.It is difficult for enterprises to achieve better results in implementation.This paper combines EVA and BSC,takes EVA as the main evaluation index of financial dimension in BSC,and takes EVA system as the orientation of BSC system,which makes up for the defect that EVA only pays attention to one aspect,and also solves the defect that BSC index is difficult to select and define.The new system of EVA-BSC,which combines EVA and BSC,absorbs the advantages of the two systems,makes up for their shortcomings,and forms a new,more scientific and comprehensive performance evaluation system,which can help managers better understand the daily operation of enterprises.As a well-known oil field company,XB company’s existing performance evaluation system has some problems,such as the lack of a good combination of performance evaluation system and its strategic objectives,the focus of the content of performance evaluation system on finance,the neglect of non-financial aspects,the selection of performance evaluation index is too one-sided,and so on.It is necessary to rebuild its performance evaluation system.At present,XB company has the basic prerequisite of establishing EVA-BSC performance evaluation system in information system and internal departments.This paper takes XB Company as an example to study and construct a new performance evaluation system,aiming at establishing a set of practical,scientific and comprehensive performance evaluation system which combines XB Company’s strategic objectives.This paper summarizes the advantages and disadvantages of EVA and BSCperformance evaluation methods after reading and sorting out the relevant research of EVA and BSC by scholars at home and abroad,and analyses the possibility and advantages of building EVA-BSC system,which lays a foundation for the construction of the latter EVA-BSC system.This paper divides the strategic objectives of XB company into four dimensions of BSC,then according to the strategic objectives of four dimensions,combined with the requirements of BSC and EVA,according to the actual operation situation of XB company,using expert scoring method(specifically questionnaire)and AHP method to select relevant evaluation indicators and assign weights,finally designs a performance evaluation system that combines XB company’s strategy. |
