Information is the key driver of the safety management of civil aviation units.However,there was little information collected by the voluntary reporting system,either the national voluntary reporting system(SCASS)or the internal voluntary reporting system established by civil aviation units.How to promote the voluntary reporting of civil aviation safety has become the focus of research.First of all,the voluntary reporting behavior was defined in this study as the personal experience voluntarily submitted by frontline employees in the field of civil aviation or all kinds of safety-related safety information found in the work,which does not belong to the category of mandatory reporting and does not involve serious accidents or errors.Then,based on the theory of planned behavior,an initial model of the generation mechanism of voluntary reporting behavior is constructed.Through the analysis of the influencing factors of voluntary reporting behavior,two variables of information feedback and perception of the consequences of reporting are increased.Finally,the generation mechanism model of civil aviation voluntary reporting behavior including 7 variables was constructed,including voluntary reporting attitude,subjective norms,perceived behavior control,information feedback,report consequence perception,voluntary reporting intention and voluntary reporting line,and 14 hypothetical were proposed.Draw lessons from the variables of the existing maturity scale,the structural equation model is used to analyze the established model,the proposed model are analyzed and revised,seven mechanism paths of voluntary reporting behavior generation were obtained: reporting intention can be direct effects on voluntary reporting behavior,self-efficacy can act directly on the voluntary reporting behavior,voluntary reporting attitude through report intention indirectly acts on the voluntary reporting behavior,subjective norms through report intention indirectly acts on the voluntary reporting behavior,perceived behavior control through report intention indirectly acts the voluntary reporting behavior,information feedback through report intention indirectly acts the voluntary reporting behavior,the report perception of consequences through report intention indirectly acts on the voluntary reporting behavior.Among them,the path of action of behavior control force on voluntary reporting behavior through reporting intention is the most significant,so the organization can improve the behavior control force of front-line personnel to promote the voluntary reporting behavior of civil aviation safety.Three paths of generation mechanism with insignificant effects were also verified,indicating that the perception of reporting consequences cannot promote the reporting intention and further act on voluntary reporting behavior by acting on the reporting attitude.The demonstration norms can’t influence the reporting intention then promote the voluntary reporting behavior.The behavioral control also can’t directly lead to voluntary reporting.According to the above analysis results of the mechanism of production path,three management measures are proposed.
