With the continuous development of economy,parks with high degree of industrial agglomeration and high degree of industrial correlation came into being,which promoted the growth of regional economy.The chemical industry park is an industrial cluster based on the requirements of the development of the chemical industry.The construction of the chemical industry park in China was first developed in the eastern coastal areas,and has obtained some successful experience.In the context of the current shift of the development of chemical industry to the west,the western region should not only absorb experience,but also explore a suitable construction model for the local chemical industry park.The current management model of chemical industry park involves multi-agent participation,but the development results of each park under multi-agent interaction governance also have their advantages and disadvantages.In order to study the impact of different interaction subjects and interaction processes on the development results of the park,this paper proposes three questions:First,what are the differences between the governance subjects of chemical industry parks in different regions?Second,what is the role,status and interaction mode of each governance body in the park management?Third,how does the interactive governance of various entities affect the development performance of the chemical industry park?The chemical industry park is a very typical social-economic-natural complex ecosystem,which needs to consider the ecological environment protection,economic development and social impact comprehensively,and is consistent with the dimensions involved in the social ecological theory proposed by Ostrom.In order to answer the above questions,based on the industrial characteristics of the chemical industry park and the current management mode of multi-agent governance,this paper constructs the social ecosystem of the chemical industry park on the basis of Ostrom’s social ecosystem theory,and adds the evaluation index system of the chemical industry park,including the planning layout,infrastructure,management system,industrial economy,safety and health The six dimensions of ecological environment evaluate the process and results of the park governance.The case selects two chemical parks with different development models and management structures in the east and the west for research,takes the social ecosystem of the chemical park as the framework,analyzes the multi-agent interactive governance between the four systems of resource system,resource individual,users in the park and governance system under the policy background of different regions,compares the development process and results of the two parks,summarizes the park construction experience,and puts forward policy implications.First,different development stages of the park require different subjects to participate in interactive governance;Second,in the face of different policy backgrounds,different parks should choose development models according to local conditions;Third,social forces can be fully guided to participate in the construction of the park,and the efficiency can be improved by the way of government purchasing services.Finally,four conclusions can be drawn from the combination of theory and case comparison:first,the theoretical framework of social ecosystem can fully explain the interactive governance of chemical industry parks;Second,from a macro perspective,the impact of location advantages on the development of the park cannot be ignored;Third,the closer the links between the systems,the more obvious the positive promotion effect on the development of the park;Fourth,in the social ecosystem,in the face of changes in external policies,the social system can actively mobilize the participation of different subjects.The multi-agent interactive governance of chemical industry parks under the social system theory has reference significance for the high-quality development of different types of chemical industry parks.
