With the development of world economic integration,transnational operation has become an inevitable requirement for the development of enterprises.For multinational enterprises,how to give full play to the advantages of enterprises in a competitive international environment is an issue for enterprises to ponder.The transnational strategy of the enterprise is very different from the domestic market strategy,and there will be some difference between the international market and the enterprise culture.Therefore,if the enterprise wants to enter the overseas market,we must analyze and understand the details of its business strategy so as to reduce the risk of the enterprise’s overseas investment.The author as a Chinese student in Kazakhstan,through the research of petroleum development strategy in Kazakhstan market,can provide some reference for the development of other companies,in the "The Belt and Road" background,this study also contributes to the Kazakhstan government and enterprises to seize the opportunity,to achieve a win-win situation.First of all,Potter’s strategic theory,SWOT analysis and STP strategy are used to analyze the market environment of CNPC in Kazakhstan.Through the analysis of the Potter model,we also found that China’s potential competitors in Kazakhstan are countries such as Africa,Russia and Venezuela,and China is the largest oil consuming country.In the absence of a crisis,the demand for oil consumption is huge;the decline of oil prices has caused great pressure to Kazakhstan and is beneficial to it.The large use of shale gas and natural gas will reduce the oil exports to Kazakhstan from China’s oil and shale gas;the world’s most famous oil and gas companies are Saudi Arabia and Russia,and China’s Petro China faces fierce competition.Through SWOT analysis,we find that the advantages of China’s petroleum in Kazakhstan are reflected in China’s huge oil demand,Kazakhstan’s rich energy supply,the strong technical ability and geographical advantages of China’s petroleum,which are reflected in the backward traffic environment,the changeable policy in Kazakhstan and the monetary knot.A disadvantage;chances are Chinese Belt and Road Initiative strategic opportunities for cooperation and good development of Sino Kazakh relations between the countries of Kazakhstan,a huge consumer market;the threat is reflected in the challenge from Russia,the United States and Japan and other countries interference,threat to other countries,the difference of the culture.Through STP analysis,we believe that Petro China can also actively participate in Kazakhstan’s oil related trade;CNPC can play its own advantages in the subdivision of the field and increase its share in the professional market;products are located at low price,high service full product line service focusing on oil production equipment.Secondly,this paper analyzes the current situation and problems of China’s Petroleum Management in Kazakhstan from three aspects,such as diversified management,talent management model and social enterprise responsibility.Through qualitative analysis and quantitative analysis,the paper analyzes the influencing factors of Petro China’s investment in Kazakhstan.The results show that the relationship between Kazakhstan’s international trade and China’s oil investment in Kazakhstan is positively related;China’s construction contract in Kazakhstan is also positively related to China’s oil investment in Kazakhstan;the growth of China’s economy and the oil investment of Chinese enterprises in Kazakhstan It’s a positively related.Finally,through the comparison with Shell petroleum,it puts forward the strategic proposals for Petro China’s development in Kazakhstan.Strengthening the low-cost cost strategy,including promoting the development of new oil and gas,upgrading the modernization of petroleum technology,strengthening the development strategy of the international energy channel for Kazakhstan market,strengthening the appointment of local talents and intercultural training,including strengthening the appointment of local talents,strengthening the training of cross text,and strengthening social responsibility,including We should develop local economy,improve responsible production systems,and pay attention to environmental protection.
