| At present,China is facing serious smog pollution problems,and it has gradually evolved from regional air pollution to national air pollution,which has brought great threat to our production and life.It faces complex air pollution across administrative regions.Traditionally,the single administrative division is the boundary,and the governance model of the local jurisdiction of the government does not achieve the true governance purpose,which seriously affects the overall governance effect of regional pollution.Therefore,according to the specific situation of smog pollution in China,we should find an effective path that is in line with the reality of smog control in China.Because of the fluidity of smog pollution,its production and impact are not only specific areas,but often form a linkage effect,cross-infection,and cause more serious consequences.The management of smog needs to strengthen regional cooperation and be determined by law to form a normalized and ruled-up governance model.In the face of severe smog pollution,Western countries have successfully solved this problem by adopting effective cooperative governance measures.Compared with the major developed countries in the West,China has not yet formed a complete and rule-based regional cooperation mechanism for smog governance.There are many problems in the construction of regional cooperation mechanisms for smog prevention,which directly affects the orderly management of smog in China.Carry out.To this end,this paper takes the legalization of regional cooperation mechanism of smog governance as the research object,firstly through the related concepts and necessity,and then on the basis of this,analyzes the current situation and deficiencies of the legalization of regional cooperation in smog governance in China;Drawing on the useful experience of smog management in major developed countries such as Britain,Germany and the United States,this paper briefly discusses the development direction and improvement of the legalization road of smog governance in China.In order to effectively promote the construction of a regional cooperation mechanism for smog governance in China,and accelerate the process of its rule of law. |
