At present, China’s air pollution situation is grim, with the characteristics of particulate matter and fine particulate matter, and the regional air pollution is increasingly serious, which can damage people’s health, and affect social harmony and stable development.The haze phenomenon is more and more serious which outbreak frequently and contiguously, and the problem of urban air pollution has become one of the most important issues to the public. Because of the contradiction between the air flow and the division of the administrative region, making the situation of haze governance becomes more complicated. The interest game between the government and local protectionism cannot make good cooperation between governments to govern haze. However, the only way out of the haze governance is that governments must combine all forces that can be united.Atmospheric pollution governance is a integration project which combine many factors, such as energy conservation and emissions reduction, environmental governance. We have a lot of areas which fog haze frequently happens, and local governments are fragmented to solve environmental problems which is a stumbling block to settle a matter, especially for geopolitical close areas.Prevention and control of air pollution can not only rely on the temporary measures after large-scale out-breaking, and we need to establish a regional government cooperation and governance model, in order to achieve a multiplier effect.The innovation of this paper is that using collaborative governance theory and integrated management theory as the theoretical basis throughout the full text.
