Research On The Improvement Of Ecological Compensation System In China

A good ecological environment is an indispensable external condition for human survival and development.However,with the development of economy,the environmental pollution and ecological destruction caused by the increase of human activities have destroyed the balance and self-repairing ability of ecosystems,which has caused frequent natural disasters and seriously affected people’s production and life.In 1979,China first put forward the concept of "polluter pays" as the origin of ecological compensation system.After that,the system of ecological compensation has expanded to more fields,such as forest,grassland,water source,mining area and other areas of ecological damage and environmental pollution.For the damaged ecological environment,our government provides financial support,implements the ecological construction project,and establishes the national key ecological function areas to make ecological compensation.Although the ecological compensation system has made a lot of achievements in protecting the ecological environment,it still needs to be constantly improved and innovated.This paper is divided into four chapters to discuss the ecological compensation system.Firstly,the basic theory is summarized.It specifically discusses the concept,characteristics,theoretical basis of law and the great significance of establishing the ecological compensation system for the practice and theoretical development of ecological compensation.Secondly,it introduces the reality and problems of ecological compensation system,including legislation,practice and supporting system,as well as the existing problems.Thirdly,it introduces the foreign ecological compensation system and summarizes its reference significance for our country.Finally,it puts forward suggestions to improve the ecological compensation system from three aspects: legislation,specific system and supporting system.
