At present,the grassland in China is facing serious degradation and its biodiversity loss.In order to change this situation,China has adopted a series of policy measures,the most representative of which is the grassland eco-compensation and rewards policy.The rational formulation of the grassland eco-compensation and rewards standard is the core issue of the implementation of the grassland eco-compensation and rewards policy.At present,the method for determining the grassland eco-compensation and rewards standard in China is based on a single method,and the accounting method is vague,which is not conducive to the effective implementation of the grassland eco-compensation and rewards policy.Based on emergy theory and ecological footprint theory,this paper uses emergy analysis method,Shannon-Wiener index method and emergy ecological footprint model to construct the expansion emergy synthesis model.On this basis,the grassland spillover ecological value is measured.Based on the grassland spillover ecological value,the grassland eco-compensation standard is determined and the fund is allocated.Taking the grassland eco-compensation and rewards fund allocated by the government in2016 as an example,the expansion emergy synthesis model is used to calculate the grassland spillover ecological value of all provinces included in the policy,and the grassland eco-compensation and rewards standard is re-established.According to the calculation,the grassland spillover ecological value of each province is positive,that is,the grassland ecosystem is in an ecological surplus state.Tibet's grassland spillover ecological value is the highest.It's 9.13?10233 sej.Tibet's grassland eco-compensation and rewards funds are up to 5.67 billion yuan,accounting for 30.24%of the funds.Followed by Inner Mongolia,the grassland spillover ecological value is6.65?1023 sej.Its grassland eco-compensation and rewards funds are 4.13 billion yuan,accounting for 22.02%of the funds.This study can provide effective reference for relevant departments to formulate grassland eco-compensation and rewards standard,and has certain reference value for the study of grassland eco-compensation mechanism in China.
