Research On The Emission Trading System On Building Sector

Carbon emission in China's building sector increased significantly.In order to reduce the carbon emission in building sector,the government of Beijing and Shanghai add the building sector into the experimental ETS(emission trading system).Both benefits and shortage has showed.Should we build a ETS including building sector and how should we build it are the main research questions in this paper.This paper reviews the existing theories and current situations of the development of ETS,pointed out that the concepts “direct carbon emissions” and “indirect carbon emissions” are often misused.This paper suggests that using the concept “liability for carbon emission”.Differentiate the concepts into “direct carbon emissions” in physical,“liability for carbon emission” of the enterprises,“the right of carbon emission” given to the enterprises.This paper introduces the provisions and the current situations of the ETS in Beijing and Shanghai in building sector and energy sector.The analysis of the enterprises suggests that unfair phenomenon is quiet common in experimental ETS.Low carbon emitters losses,meanwhile,high carbon emitters benefits.Consider of the effectiveness,fairness and feasibility,this paper proposes a new method to division the liability for carbon emission.The basic approach is using the average number as the benchmark for all kinds of products.Divide the liability for carbon emission by benchmark.The producer is responsible for the part which is higher than the benchmark.The consumer is responsible for the benchmark part.The case study shows the applicability of the new method.
