Research On Trading System Of Emission Quota Of SO₂ In Shaanxi Province

Since 1960s.the global environment is worsing.As a developing country,China has more serious environmental pollution. In China, scholars and environment administrators pay close attention to the solvement of environmental pollution in order to bring about the coordinate development of economic,society and ecological environment.As a economic measure for environmental management based on market, Tradable Emission Permit System(TEPs) is attracting worldwide interest.TEPs first was applied by America for Acid Rain Projects and got good results.Since 1980s, China carried out the policies of total amount control and emissions trading in several cities drawing on experience of emissions trading in developed countries. As the development of the pilot work and trading methods, the number of pilot cities that carry out TEPs is increasing. Shaanxi province has taken the SO2 emission permit auction in June 2010 for the first time, so it is necessary to take theoretical and practical research on it.In the paper,on the background of the TEPs under the totel quantity control of pollution, stands in the environment administors'angel, it takes ecological economics,environmental economics and systems theory as study tools, puts study on current state of Shaanxi SO2 emission and problems found in the first auction, then it proposes to construct Shaanxi SO2 tradable emission permit system and pay close attention to the first allocation of SO2 emission quota. The purpose of this article is to solve the problems occurred in the first SO2 emission permit auction in Shaanxi. such as the administrative domination and less consideration to the differences in many aspects in different cities, to establish a scientific and stabilized system, all these can provide references in making government policy.This article firstly introduces the background of transaction of pollution license, that is worldwide deteriorating environment, drawbacks in command control environment and so on. Then it presents the research situation and approach at home and abroad. In the final, it shows its own ways in doing research.This article begins with an analysis on Marxist Ecological Economics,and analyses systematacially scarcity,externality and property right.It does comparative analysis among three methods in cost-benefit aspect and the result shows that the transaction of pollution license is better than the two others. After that, it inquires what should be included in the trading system in theory, which lay a foundation for constructing the whole system.Through doing research on the current situation of SO2 emission in Shaanxi, it analyses the feature of SO2 emission and problems in the first SO2 emission permit auction, according to these, it discusses the trading system of emission quota of SO2 in Shaanxi in detail, especially focuses on the first allocation of SO2 emission quota. The first allocation of SO? emission quota is the key in the whole system, and the choose of first allocation model is more important than others. In choosing the model, efficiency and equity are both necessary. In the end. we choose a model which can meet all the requirements and use it to do empirical research, the result shows not only the model is right but also our research is reliable.In the end, we summarize all the work in this paper and put forward some questions which need to be studied in the future.
