Theoildepothasgreatriskofleakagefireandexplosion.Intheeventofan accident,itwillcausegreatercasualtiesandpropertylosses.Moreseriously,itcould turnintoacatastrophe.Thispapermakesastatisticalanalysisofoildepotaccidents.Fivetypicalaccidentcaseswereselected,anditscatastrophescenarioswere constructed.Quantitativeriskassessmentsoftware(QRA)isusedtosimulatesome dataofcatastrophescenario.Shaheoildepotwasdeterminedasthebasicsample.Thefireandexplosion accidentoftheinternalfloatingrooftankstoringgasolineisthebasicscenarioof catastrophe,whichiscausedbystaticelectricity,lightningandconstructionopen flame.BasedonthebasicsituationinformationandQRA model,thedynamic developmentprocessofcatastropheaccidentinoildepotissimulatedandthe emergencytaskandemergencycapabilityareanalyzed.Weidentifiedgapsincritical emergencyresponsecapabilitiesatthreelevels,suchascorporate,governmentand socialcontrol.WealsoputforwardSuggestionsforcontinuousimprovementof emergencyresponsecapacity.Focusing on risk assessmentand emergency resource investigation,the preliminarypreparationrequirementsforthecompilationofoildepotcatastrophe accidentsareputforward.Wealsogavebasicideasandbasicelementsofthe preparationofdisasteremergencyplanforoildepot.Combinedwiththedemandof emergencyplanoptimization,weputforwardthebasicframeworkofoildepot catastropheemergencyplan.Theeffectivewaytoimprovethescientificityand practicabilityoftheemergencyplanofoildepotcatastropheaccidentisdiscussed.This study can provide effective guidance forthe construction ofoildepot emergencyteam,theequipmentofoildepotmaterialsandthedeploymentof emergencyresources. |
