| Since the 19th CPC National Congress,China has raised the construction of ecological civilization to an unprecedented height.Faced with the increasing air pollution problem,the state has begun to require pollution emission control of SO2,NOx,dust and other pollutants emitted by coal-fired units,and to achieve ultra-low emissions.The transformation of ultra-low emission has gradually become the core work of power environmental protection industry in recent years.The EPC(Engineering Procurement Construction)project general contracting mode is widely used in ultra-low emission projects of coal-fired units.The EPC project mode is a simpler and more efficient modern engineering mode.The advantage of this mode is that the responsibility allocation and management of each link of the project are clearer.Therefore,it is necessary to carry out risk management research on ultra-low emission EPC project of coal-fired units,so as to provide theoretical basis and guidance for the smooth implementation of ultra-low emission renovation project.Based on the unique characteristics of the ultra-low emission EPC project of coal-fired units,such as large amount of human and material input and high technical difficulty,this paper studies the risks undertaken by the general contractor in the project implementation.Firstly,the research status of ultra-low emission projects of coal-fired units at home and abroad and the basic theory of project risk management are summarized.Secondly,based on project risk management theory and risk management research framework,a complete risk management research system for ultra-low emission EPC project of coal-fired units is constructed.Thirdly,taking the ultra-low emission EPC project of Hainan LD Power Plant as an example,the project risk identification,analysis,evaluation,response and other risk management applications are studied.The risk evaluation system of ultra-low emission EPC project for coal-fired units is improved by using analytic hierarchy process,and the qualitative analysis of project risk is carried out.The single factor risk and the risk of different levels are quantitatively analyzed by using the method of fuzzy comprehensive evaluation.Finally,according to the results of quantitative and qualitative analysis,the key points of risk prevention and control and risk response measures of ultra-low emission EPC project based on Hainan LD Power Plant of National Energy Group are refined and summarized.Through the case study of risk management,this paper intuitively presents the necessary engineering process and content for the Risk Management Research Institute of ultra-low emission EPC project for coal-fired units.Through the construction of risk assessment system,it clearly reflects the work links and important nodes that are prone to risk infringement in the project.And the weight of risk factors in the risk evaluation system is consistent with the results of expert investigation method,which verifies the feasibility of the risk management research system and provides guidance for risk management of ultra-low emission EPC project of coal-fired units.It realizes the innovation in risk management of ultra-low emission EPC project of coal-fired units,and has practical reference value. |
