| With the increasing global climate change,greenhouse gas emissions issue will undoubtedly become the focus around the world.In addition,as the fog haze in China,the Ministry of Environmental Protection continue to overweight environmental protection measures.China attaches great importance to clean coal combustion and desulfurization and denitrification technology project management development and application of the 21 st century,China has accelerated the development of NOx pollution policy and the corresponding legislation,in December 2003 issued a thermal power plant air pollutant discharge standards(GB13223-2003)According to the time and fuel characteristics were amended to provide the NOx emission limits of coal-fired boilers,in addition to the local government according to local actual situation,has issued a more stringent local emission standards.2010 published the thermal power plant air pollution emission standards,pointed out that since July 1,2014,the existing coal-fired power boilers and gas turbines to implement nitrogen oxides 200 mg / m3 limit;new coal-fired power boilers and gas turbines to implement nitrogen oxides 100 mg / M3 limit.Penalties in electricity price for the desulfurization and denitrification dust removal of the coal-fired units in accordance with compensation,and for ultra-low emissions.The power plant is its economic punishment and even stop penalties,from the power plant proofing desulfurization and denitrification dust removal transformation is imminent.So rationalizing the current coal-fired power plants to adapt to the current low-carbon development trend is important.This paper describes the whole life cycle cost management theory,calculation method and process,combined with the project characteristics of ultra low emission coal power project transformation,the paper analyzes the feasibility of application of life cycle cost management method of coal-fired power plant renovation project of ultra low emission.Detailed study of coal-fired power plant ultra-low emissions transformation project LCC decomposition and cost analysis of the impact factors.Finally,combined with a case(2×3330MW unit)ultra low emission reconstruction project for research and analysis.Based on ensuring the environmental emission standards,safe and stable operation on the entire life cycle of the transformation of ultra low emission life-cycle cost analysis,choose the most suitable technology route,and after the transformation of the economic risk aversion in the process of transformation,in the total life cycle cost optimization. |
