Research On Management Mechanism Of Rural Domestic Sewage Treatment

Rural environmental damage and ecological damage have attracted the attention and attention of countries around the world,and government departments have introduced corresponding policies to protect the environment.At present,Zhejiang Province has continuously promoted the construction and management of rural domestic sewage treatment.This is an important measure to consolidate the achievements of the “five-water joint governance” and an important deployment to actively respond to the rural revitalization strategy.Water control should first be used to control pollution,while the key points and difficulties in pollution control are in rural areas.Therefore,a relatively complete set of rural sewage management mechanisms is of great significance for the treatment of rural domestic sewage.Based on the field survey of 116 administrative villages and a total of 116 households in CiWu Town of Zhuji City,this paper summarizes the current situation and the effectiveness of rural domestic sewage treatment in CiWu Town.and.the present domestic sewage treatment mode and management mechanism of the third-level integration of CiWu Town are further analyzed from the government,companies and villagers aspects.The problems in each subject and management mechanism are revealed,countermeasures proposed,and a multi-participation,multi-platform synergy and informationized rural life is constructed.The management mechanism of sewage provides a scientific and reliable reference for the future management of rural domestic sewage treatment.Research shows the government has achieved certain results in the treatment of rural domestic sewage.The satisfaction of the villagers has reached more than 93%,and the overall satisfaction is high.The current domestic sewage treatment mode in CiWu Town is the three-level integrated sewage treatment mode led by the government,cooperated by company participated by villagers’.The government has led the construction of a management platform for rural domestic sewage treatment,which stipulates the responsibilities and management content of each institution.As a third party in rural sewage treatment,Water Group plays a technical role in the treatment of domestic sewage,and is responsible for the emergency treatment of sewage treatment in CiWu Town and the post-maintenance of the project.The villagers participate in sewage treatment.From the perspective of the villagers’ understanding of sewage treatment,the basic understanding and very understanding of the sewage treatment account for 93.9%.From the perspective of the degree of support for sewage treatment,the very supportive and more supportive part account for 100%.From the degree of compliance with sewage treatment,strict compliance and sometimes compliance part account for 95.69%.From the perspective of participation in wastewater management,31.9% of people who would stop uncivilized behavior,57.8% of those who took a wait-and-see attitude;57.7% who reported problems,and 25.9% who were uncertain.At present,there are the following problems in the treatment of rural domestic sewage in CiWu Town:(1)The government directly lacks publicity,and the source of sewage treatment funds is single.(2)The level of intelligent informationization of rural sewage management organizations is insufficient,and the problem feedback channels are simple.(3)The villagers’ active participation in the treatment of domestic sewage is not enough,and the education level limits the self-management ability of the villagers in the process of sewage treatment.Through the cross-analysis of the self-management and self-restraint behavior of the villagers through the education level,the former P value is 0.088,indicating that the education level has a significant impact on the villagers’ self-management ability under the 10% significance level;the latter P value is 0.043.It shows that the education level of the villagers has a significant impact on self-discipline at a level of 5%.According to the research conclusions,a multi-platform,multi-party information-based three-level integrated water management model was constructed.Government,company and individual are the main participants;the three platforms of capital,technology and service guarantee;mobile Internet,remote monitoring and automated early warning information means cooperate with each other.Finally,this paper puts forward :(1)adhering to the government-led progressive pollution control road and improving the various mechanisms for rural domestic sewage treatment.(2)improve the company’s monitoring and feedback mechanism to promote the development of intelligent informationization(3)Establish a mutual supervision and management system for villagers and enhance the participation of villagers.
