Study On The Problems Existing In The Treatment Of Rural Domestic Sewage In J Town Of Fuling District,Chongqing

In implementing the rural vitalization strategy,we will focus on improving the rural living environment.Rural domestic sewage treatment as an important part of the improvement of human settlement environment,close to People’s Daily life,needs more attention from the government and all walks of life.Government departments at all levels should do a good job in rural sewage treatment,especially the government as the leading force of treatment,we should realize the importance and urgency of this work.Rural domestic sewage treatment project involves the fundamental interests of the masses,the government and various forces should be more practical and serious work to grasp the reality,according to the demands of the masses to deal with practical problems,effectively improve the people’s sense of life,happiness,satisfaction.This paper aims to a town in chongqing fuling,the specific investigation and study,from actual conditions,analyzes the present situation of rural domestic sewage treatment and obtain the preliminary experience,found that the main problem in the process of governance and the deep level reasons,proposed improvement countermeasures and Suggestions,in order to provide the basis for the government to adjust policy,It is helpful for rural domestic sewage treatment to achieve better results.This paper adopts literature analysis method,case analysis and questionnaire survey,on the basis of analyzing the current situation of rural sewage discharge and treatment in Fuling District of Chongqing,reveals the existing problems of rural sewage treatment in this area,delves deeper into the causes of the problem,and finally puts forward the corresponding countermeasures.After classifying and analyzing the collected data,,it is concluded that there are several problems in the treatment of rural domestic sewage in Fuling District of Chongqing:(1)the main body of treatment is single,and farmers’ participation is low;(2)treatment facilities are not perfect,the construction is not standard;(3)Fewer full-time maintenance personnel and imperfect supervision system;(4)Governance fund shortage,single source.The reason for the above problems is that the single-subject management mode of the government can no longer adapt to the requirements of modern life development,and the villagers have been in the state of being led,unable to actively participate in the governance and passively accept the government’s solution.At the same time,fuling district rural domestic sewage treatment related construction costs there is a contradiction of too many projects and less funds,incomplete construction of pipe network caused low sewage collection efficiency,unable to give full play to the role of sewage network.Lack of rules and regulations and professional management,resulting in disrepair,limited management ability,low comprehensive benefits.Aiming at the problems existing in the present situation of domestic sewage treatment in fuling district of Chongqing city,the feasible countermeasures are put forward.Mobilize various subjects to participate in governance,build a governance system of various subjects to participate in governance,so as to improve the awareness of villagers to participate in governance.Improve and standardize the construction of sewage treatment facilities to ensure their normal operation.Full-time maintenance personnel should be appointed,supervision system should be improved,capital input should be increased,financing channels should be broadened,and a fund raising mechanism of "government leading and multi-party participation" should be established.
