Study On The Restriction Of Farmers’ Development Rights And Compensation Mechanism Under The Ecological Protection Of Coastal Wetlands-

The report of the Nineteenth National Congress proposed the protection of ecological environment and comprehensive management of coastal waters,which pointed out the direction for the study of coastline and marine ecosystem and other ecologically sensitive areas.Coastal wetland is an ecological fringe with high biodiversity,which plays an important role in protecting coastline and maintaining ecological service function.The ecosystem service provided by coastal wetland is a public product,and its protection has positive external effects.The establishment of coastal wetland ecological protection zones would restrict the farmers’development right(The farmers’ development right in the coastal wetland ecological protection area is manifested in the coastal wetland development right,including land development right,coastal mud flat development right and sea area development right)because of the control of land and space use,which will damage their benefits.Therefore,from the perspective of the land development right,this paper calculates the value of farmers’limited development right and gives corresponding compensation,which can effectively achieve the goal of coastal wetland ecological protection.This paper took the wetland ecological protection area of Beihai Coastal Zone in Guangxi as the research object.On the basis of reviewing the relevant research literature on the ecological protection of coastal wetland and the restriction of land development right at home and abroad,we empirically investigated and analyzed farmers’awareness of coastal wetland ecological protection,and the restriction of farmers’development right in coastal wetland ecological protection zones.And CVM and CE were used to calculate the value of land and sea development rights damaged by land and sea space use control such as prohibition of collecting medicines,collecting soil,digging ponds and fishing in order to protect coastal wetland ecosystems.This study prov:ides a direct reference for determining the economic compensation standard for the limited development right under the coastal wetland ecological protection,and exploring the compensation mechanism of coastal wetland development right based on land development right transfer is of great significance to perfect the ecological compensation system.This paper draws the following conclusions:1)90%of the farmers have a high awareness of the coastal wetland ecosystem service function.As long as it is forbidden in the protected area,most of the farmers do not violate the rules and have a high willingness to protect the coastal wetland ecosystem.55.5%of the farmers are willing to pay a certain amount of money every year to prevent coastal wetlands development right of the protected area from being developed to damage the ecosystem service function.2)Restrictions of farmers’development right due to the protection of coastal wetland ecosystem is mainly reflected in the limitation of the coastal wetland development right,i.e.,the prohibition of building houses,collecting soil and quarrying on cultivated land,the prohibition of digging ponds and sand on the coastal beaches of the protected area,and the prohibition of fishing and reclamation in the marine areas of the protected area.Therefore,the non-market value method is adopted to estimate the value of farmers’ limited development right under the ecological protection of coastal wetlands in the range of 197.21-650 yuan/year/home,starting from three attributes of cultivated land use mode,coastal mud flat use mode and intensity of use and sea area use mode.
