Regional Development Perspective Of Coastal Wetlands Protection And Development Strategy

Coastal wetlands is an important type of wetland, also an important oceanic geographical unit. Chinese coastal wetlands are very widespread, in large quantities, rich in resources. Along with building a socialist harmonious society gradually and the scientific development concept has been carried out, protection and development of coastal wetlands will become an important topic related to our future eco-harmonious society.This paper makes coastal wetlands, coastal wetlands protecting as the study starting point, defines the coastal wetlands briefly, describes the functions of coastal wetlands, coastal wetlands of the content and objectives and the summary of the evaluation factors, and uses Qingdao Jiaozhou Bay Wetland as a case, analyzes the protect status, problems across in protecting and the relevant countermeasure of the coastal wetland. Then, this paper uses the case of coastal wetlands in Jiaozhou Bay, Qingdao, summarizes the protecting status of Chinese coastal wetland, introduces the experience and inspiration about coastal wetland protection in China.On the base of fully affirming the achievements we have gotten, this paper points out that there are some historical and realistic problems about irrational supporting, department performance inconspicuous, correlative law and statute faultily, and overlap manage in some coastal wetland still exist in coastal wetland protection. To these questions, this paper analyzes the reason caused, proposes a lot of countermeasure combining with our new experience of the coastal wetlands, including strengthen government lead and rationalize coastal wetlands management system, take a variety of economic instruments and financing mechanisms, improve the technology level of coastal wetlands function building, create a strong awareness of coastal wetlands protection, actively guide the whole society to participate in, and so on. Guided by "Several Major Issues decided on CPC Central Committee on building a harmonious socialist society" passed on the sixth meeting of the Party's sixteenth plenary session, this paper combines with the last requirement of report on the Party's seventeenth plenary session, refers to relevant documents of the State Department and the State Forestry Administration, and learns the coastal wetlands protection practical experience from expert's study distillation. Through analysis, this paper tries to put forward new ideas, outline a scientific and rational, ecological and harmonious framework of the coastal wetlands protection and development, provide the relevant departments for some proposals which are operable and with the reference value.
