Study On The Development Strategy Of Jihe Jingmen Low Carbon Pilot Area

While advances in science and technology have promoted social development,they have also aggravated the contradiction between man and nature,so responding to carbon emissions issues actively has become a consensus of all countries in the world.Based on the characteristics of region's location and the level of social economic development,how to reduce the emission of greenhouse gas,use of fossil fuels and increase the recycling of natural resources without affecting the normal social economic development has become an important part of overall strategy of the development of low-carbon economy in our country.In this paper,the low-carbon pilot project of Jihe New Community in Qujialing Management District of Jingmen City,Hubei Province is taken as the research object.The operation mode of low-carbon economy in this pilot project is analyzed,and the material balance principle is used to evaluate its implementation effect.The results put forward corresponding countermeasures and suggestions for carrying out the next move of low-carbon economy.First of all,this paper expounds the concept of low-carbon economy and the connection and difference between low-carbon economy and related concepts such as green economy,circular economy and ecological economy,introducing the main path and typical development mode of low-carbon economy.Then,it analyzes the advantages of location and external support,as well as the existing defects and external threats in Jihe low-carbon economy pilot community.Taking material balance theory as theoretical basis and water resources utilization as an example,The total amount of water resources used in the production of materials and consumer products,the total amount of waste water discharged into the environmental system and the total amount of water resources recycled through recycling in the system and the waste within the capacity of environmental capacity are calculated recovery rate.Finally,based on the results of analysis,we evaluate the operation of Jihe low-carbon pilot to find out the worthy experiences of promotion and the deficiencies that need to be adjusted and improved,then we put forward effective countermeasures and suggestions.
